Council performance

All successful organisations have, at their heart, a clear vision of what they want to achieve: This vision sets out their direction, defines their priorities and guides their actions and challenges them to constantly strive for improvements.
Our vision as a council is about the sort of community that we want Telford and Wrekin to become and also about the sort of organisation that we want the council to be and the way it works with the community.

Our vision is very much linked to a number of shared local and national priorities that have been developed between central government and the Local Government Association. These are:

  • Creating safer and stronger communities.
  • Improving the quality of life for all children and young people.
  • Improving the quality of life of older people and vulnerable adults and promoting healthier communities.
  • Developing sustainable communities.

These priorities are what the council, and its partners, are working to achieve.

How are we assessing ourselves against these goals?

Best Value
'Best Value' is a legal duty that was introduced by government in April 2000 and requires all local councils to continuously improve the way that they deliver public services. At Telford and Wrekin, we see best value as more than just a statutory duty. It is part of a wider improvement agenda that is about providing high quality modern services that are constantly seeking to improve and are delivered in an efficient, fair and accessible way.

Performance management
This is a fundamental element of Best Value. At a corporate level, performance management focuses on four key areas:

  • Financial performance.
  • Service performance.
  • Customer and citizen performance.
  • People performance (employees).

The council uses 'performance indicators' to set targets and to measure performance in these areas. Regular monitoring of these takes place.

Local Public Service Agreements (LPSA)
Local Public Service Agreements involve local councils and other public sector bodies entering into an agreement with the government to further improve key aspects of the services they provide to local people. The aim is to achieve more "stretching" targets than would have been achieved without the agreement. Telford and Wrekin entered its first agreement (round 1) in April 2002 and this agreement finished in March 2005.

Local Area Agreement (LAA)
During 2005 the Council was selected by the government to spearhead the development of a major new policy initiative - Local Area Agreements (LAAs). LAAs are a new contract between central and local government to improve both the effectiveness and the efficiency of the way in which government works with local authorities, and their local partner organisations, to improve public services within an area.

LAAs are aimed at simplifying and bringing together the external funding streams going into an area, helping to join up public services and allow greater flexibility over the use of resources in line with shared outcomes determined by local partners through the Local Strategic Partnership (LSP). Telford and Wrekin is one of 21 areas nationally selected to pilot LAAs.

Comprehensive Performance Assessment (CPA)
The performance of all local councils is measured annually by the Audit Commission (an independent commissioning body) on behalf of the government. This is known as the Comprehensive Performance Assessment (CPA) and it looks at how well the council is managed, and how effectively it delivers key services.

Priority Plans Published
The Council has recently published three new Priority Plans, which detail all the things we plan to do over the next three years to:

  • maintain the environment,
  • strengthen the local economy; and
  • create a safe and strong community

Our plans for improving the quality of life of vulnerable adults and older people and giving children and young people the best possible start in life are currently being finalised
