Annual Canvass
Under Section 9A of The Representation of the People Act 1983 the
Council is required to conduct an annual canvass to compile the
Register of Electors, taking a number of necessary steps to this
end, which include sending forms, making house to house inquiries,
making contact by such other means as are considered appropriate
and inspecting other council records.

Borough Electorate
Regulation 44 of the Representation of the People
(England & Wales) Regulations 2001 requires the Council to make
a statistical return of the electorate at the date of first
publication of the register, 1st December 2006. The following table
is an extract from that return.

Postal Voting Applications
Each year, the annual canvass form invites the
electors to request an application form to allow them to vote by
post in future elections.

Additions, Deletions and Amendments made to the Electoral
Register during the year
As people move between properties they can apply to
alter their registrations. Electors can also be removed from the
register when they die. These changes take effect on the first
working day of the month, from January to September.

Collection of "Personal Identifiers" for Absent Voters -
January-February 2007
In 2006 a legislative change required the Council to
collect "personal identifiers", the date of birth and the
signature, of every absent voter in the Borough. These "personal
identifiers" are kept with the absent voter record, and they are
checked and verified at elections when a postal vote is opened.
This measure is intended to serve as a deterrent to postal voting
fraud.
