Jigsaw - The Scheme

The Jigsaw Project

In 2001, Telford & Wrekin embarked on a Private Finance Initiative (PFI) programme to include provision for a group of vulnerable young people who currently reside and are educated outside the borough, thus failing to gain any benefits from provision made to enhance the life chances of young people.

Jigsaw within the PFI

£70m credits were produced by the Borough for the Hadley Learning Community and Jigsaw project. These credits included contributions from both the DfES and DCMS and also provided for ICT procurement. Jigsaw is funded by £5m of this budget as a capital build.

The location is a Greenfield site on the northern edge of Telford, within two miles of the main PFI site at Hadley. Jigsaw as a school, has capacity for up to 30 young people, with excellent facilities for small group/individual teaching, specialist facilities in science, design technology, art, sport, drama and vocational programmes.

Jigsaw is intended to become a beacon for integrated education, social and health care in the Borough and across the region. Key principles are:

  • More inclusive approach to meeting the educational, health and social care needs of the identified client group.
  • Seamless high quality provision for vulnerable young people with EBSD between a special residential school with special schools, mainstream schools and other local provision.

Design and facilities

Jigsaw is designed for up to 30 young people at Key Stages 3 & 4 (11-16) with EBSD.

The Jigsaw facilities are intended to become a centre of excellence for multi-agency working and comprise:

Purpose-built school offering full-time education - primarily KS3 and 4 over an extended day (8am - 6pm Monday to Friday, term time only) and comprising:

  • A vocational centre with administration, multi-professional base and extensive small group learning rooms
  • Multi-professional base includes meeting/interview rooms for Council and PCT staff to provide intensive support to children and young people placed at Jigsaw, and outreach support to children and young people experiencing complex/significant needs within other Local Authority settings - mainstream and specialist provision.
  • Resource centre and library targeted particularly at developing numeracy and literacy
  • Sports hall and drama facility
  • Outdoor pitches for recreational and social activities
  • Art and music facilities suited to form 'youth culture' facilities
  • Close curriculum links with the Hadley Learing Community - a specialist school for Engineering
  • Resident accommodation provision for up to 12 children/young people: 4 domestic style houses with communal kitchen and living space, and en-suite bedrooms for up to 3 children per house. All with facilities for disabled young people
  • External landscaping to enhance the environment and minimise the impact of the development on the surrounding area, while providing a safe, friendly setting for the young people who are residents
