is this that we hear as sound. Noise is usually defined as unwanted
or undesired

Noise can come from any source. Where that source is
outside your control Environmental Health can take action on your
behalf to control that noise, but only under very explicitly
defined circumstances. Part III of the Environmental Protection Act
1990 defines when and where the local authority can take action to
control noise.
Noise must be emitted from premises so as to be prejudicial to
health or a 'statutory' nuisance. Where the strict criteria are met
the local authority will take steps to stop the nuisance.
