Borough of Telford & Wrekin

Development plan documents (DPDs)

The Government has changed the structure of the planning system so that the Council will no longer be producing a Local Plan or Unitary Development Plan but will set out its future plans and proposals for future development in the Borough in a Local Development Framework.

The Local Development Framework will consist of a series of documents known as Local Development Documents (LDDs) some of which will have Development Plan status and be subject to independent examination i.e. Development Plan Documents (DPDs). The Core Strategy is the overarching policy document that sets out the vision, objectives and strategy for the LDF and all other DPDs must conform with the strategy set out in this document.

Details of the various Development Plan Documents are set out below (refer to the Local Development Scheme for a full list of Local Development Documents)

Core Strategy - Adopted 2007

Following submission to the Secretary of State in October 2006 The Core Strategy was examined by two Independent Inspectors and found to be 'sound' to 2016. The Plan was adopted on 1st December 2007. In accordance with the Inspectors Report it will cover the period 2006 - 2016 and not to 2021 as originally proposed by the Council.

Copies of the Local Development Scheme, Inspectors Report, the Adopted Core Strategy, the Adoption Statement, the Sustainability Appraisal , the sustainability statement and Technical Appendix are available to view by using the links here and to view or purchase at the Council's Offices at Darby House and Civic Offices in Telford. They may also be viewed at Libraries, Post Offices, Wrekin Housing Trust Shops and Community Centres.

Land Allocations Development Plan Document (DPD)

Request for further information on potential housing sites - March 2008

The Land Allocations DPD is being prepared in accordance with the Core Strategy, to implement the Borough's Spatial Development Strategy by identifyng land for specific uses such as housing and employment over the period to 2016.

The Council published a list of its preferred site allocations in the Land Allocations Preferred Options Report in September 2005. A final version of the Land Allocations DPD will be published in late 2008. In the light of additional national planning policy and guidance that has emerged since 2005, to complete the document it is necessary to up-date site selection and to ask for further information on potential housing sites.

The opportunity is therefore being offered to landowners and developers of housing sites in the Borough to provide further information on the development potential of land in their ownership.

The Strategic Housing Land Availability Assessment (SHLAA) (see link below) provides a key evidence document for the Land Allocations DPD, by identifying sites with potential for housing development. It does not allocate sites.

The Council's SHLAA identifies sites with potential for housing development over the next fifteen years. The document is up-dated annually and new sites can be put forward for assessment and potential inclusion at any time.

Any new housing sites identified as part of this current information gathering exercise for the Land Allocations DPD will be referred to the SHLAA process for assessment.

A draft SHLAA report including a series of maps of potential housing sites, is available via the Strategic Housing Land Availability Assessment link or in hard copy at the reception of the Council's offices in Darby House,
Lawn Central,
Telford,
TF3 4LB
(opening hours Monday - Friday 8:30am - 5:15pm).

For more information about putting forward new sites for assessment, please contact the Development Plans Team by telephone 01952 384237 or by email

The type of information now being sought includes details such as land ownership, availability of utilities and services, community facilities and benefits being provided by the proposed development, and progress towards development e.g. site investigations undertaken, indicative scheme drawn up, and developer options agreed. A pro forma has been prepared to assist in the provision of this information.

Further information on the development potential of sites in your ownership should be submitted using this pro forma. Please use a separate form for each site and supply a site plan.

Completed pro formas should be returned by 5pm Friday 25 th April 2008 either electronically by email or by post to the following address:

Development Plans Team Leader
Telford & Wrekin Council
Environment & Regeneration
PO Box 212
Darby House Lawn Central
Telford

Paper copies of the pro forma are available at the reception of the Council's offices at Darby House.

Submission DPD - Autumn 2008
It is the Council's intention to finalise the Land Allocations DPD and open a six week period of formal consultation in Autumn 2008 (exact dates to be confirmed). The document will then be submitted to the Secretary of State for Examination by independant planning inspectors. The Public Hearing Sessions of the Examination are anticipated to take place in mid 2009.

If you have any queries, please contact a member of the Development Plans Team by telephone on 01952 384250,384248 or 384239 or by email
