Telford Railfreight Terminal - Planning Policy, Applications & Approvals

The development of the Railfreight Terminal and Park is an important element of Telford's strategic development in accordance with planning policy and is identified in Transforming Telford's Business Plan.

The terminal development itself has been approved by the Secretary of State for Transport through a Transport and Works Act Order in April 2005.


Planning Policy


Telford is identified as a Regional Logisitics Site (RLS) within Policy PA9 of West Midlands Regional Spatial Strategy 2004. TA10 states that the development of RLS should be positively encouraged through the development of new rail freight terminals and by improving access to existing rail freight terminals and by encouraging developments that generate significant amounts of freight in locations that have good access to existing terminals.

Policy 34 of the Shropshire and Telford and Wrekin Joint Structure Plan 1996-2011 states that planning authorities will encourage the expansion of rail freight by the development of rail facilities at Donnington.

Telford and Wrekin's Economic Development Strategy February 2005 states that one way to achieve competitive advantage is to complement the railfreight terminal at Donnington, to provide Telford & Wrekin manufacturers with a cost effective and reliable rail option for the transportation of supplies and finished products.

Transport and Works Act Order (T&WAO)

The Terminal is provided planning legitimacy through a Transport and Works Act Order, granted in April 2005. In order to obtain a Transport and Works Act Order, the Council embarked on a significant consultation exercise involving a range of stakeholders including statutory undertakers, members of the public and Network Rail. Planning Applications

The Project Team have also submitted two planning applications in relation to the terminal development. These have comprised of an application for a permanent access to the Terminal off the A518 Hortonwood Roundabout which was approved in early 2008 (W2007/0754) and an application for office accomodation to serve the railfreight terminal, approved in June 2008 (W2008/0556).
