(LDF) Strategic Housing Land Availability Assessment

The aim of the Strategic Housing Land Availability Assessment (SHLAA) is to gather information to assist the Council in identifying the capacity of Telford & Wrekin to accommodate new housing development over the next 15 years, in accordance with the requirements of National Planning Policy Statement 3 (PPS3).
The methodology for the study followed the 'Strategic Housing Land Availability Assessments: Practice Guidance' published by the Department for Communities and Local Government (DCLG) in July 2007. There are ten stages to the HLAA methodology, as set out in the Practice Guidance Figure 3:

A first stakeholder consultation event was held on the 7th September 2007. This endorsed the methodology that has subsequently been followed identifying land availability.

The draft final report is now available. It identifies sites which could accommodate new housing and any constraints to housing delivery. The SHLAA does NOT make land use allocations. This is the role of the Local Development Framework and specifically the Land Allocations Development Plan Document. Inclusion of sites does not guarantee planning permission.

The completed SHLAA will provide a site by site evidence base to inform the Land Allocations Development Plan Document. Allocations will be guided by council policy contained in the adopted Core Strategy. The emphasis up to at least 2016 will therefore be on identifying those sites informed by the SHLAA that are accessible to District Centres, with priority given to brownfield land.
