Purpose of an Examination

Development Plan Documents (DPDs) are subject to independent scrutiny by way of an Examination, during which time an independent Planning Inspector considers whether a DPD is "sound". There is no legal definition of "sound" but in this context the ordinary meaning of "showing good judgement" and "able to be trusted" is used.

Following the oral Examination sessions, the Inspector writes a report on the DPD, which is binding on the Council.

The Brief Guide to Examining Development Plans published by the Planning Inspectorate gives a summary of the 9 tests of soundness and explains the Examination process in general.
