People
who use care services, and the government, have made it clear that
care services will need to change: Care services of the future will
need to reflect the changing needs and high expectations of the
people of Telford & Wrekin, whilst delivering increased value
for money. Care services of the future must operate within the
wider context of local authority and health services, and allow
people to exercise choice, power and
control.

These changes will challenge traditional views and approaches
to procurement of care services. Our care providers, the Council,
the Telford & Wrekin Primary Care Trust (T&WPCT), people
who use our services, and their families, will need to work in
partnership to overcome these challenges and create the right
market of care services.
The purchasing plan is part of this work: It sets out what we buy,
how we buy it, and from whom. The plan describes why we need to
change the way we purchase; it starts to outline the new services
to be commissioned, and how these could be secured.
