The council tax bill is based on
at least two adults living in a property as their main home.
If only one adult, over the age of 18, lives in the property as
their main home then they may be entitled to a 25%
discount.
If no adults have the property as
their main home, the bill may be reduced by up to 50%.
Certain people are not counted as
being resident if they meet specific conditions.
For example:
- persons for whom child benefit is
payable
- school and college leavers, under 20
years old
- youth training trainees
- students, student nurses and foreign
language students
- patients permanently resident in
homes or hospitals
- certain carers
- severely mentally impaired
persons
- persons in detention
- members of visiting forces, or of
international headquarters
- members of religious communities
- persons with diplomatic privileges
and immunities

Second adult rebate Second adult rebate is one
way you can get help to pay less council tax. It is not based on
the money you have, but on the money other people who live with you
have.
You may be able to get second adult rebate, if there are other
people living in your home who are on a low income or on income
support.
In order to be classed as a 'second adult', the other person, known
as a non-dependant, must not be:
- liable to pay council tax at the
property
- a joint owner or tenant with you
- your married or unmarried
partner
- living with more than one person who
is liable for council tax
The maximum amount that can be awarded
is 25% off the council tax bill. Entitlement may be assessed as
25%, 15% or 7.5%, depending on the circumstances of the second
adult.
