Supplementary Planning Documents are documents which provide more detailed policy guidance to complement policies contained within the Local Plan.

Supplementary Planning Documents can take a variety of forms. For example they can cover particular topics such as affordable housing or open space in more detail, or contain design guidance on issues such as reducing crime, or they can be spatial, such as a master plan for a site. Telford & Wrekin Council's adopted SPDs are listed below.

In July 2023 the Council adopted its Climate Change Guidance for Development SPD.

This Supplementary Planning Document has been produced in response to the Councils declaration of a Climate Emergency in 2019 and to help the Council achieve its goal of carbon neutrality by 2030 by providing guidance on addressing climate change in new development.

The document includes guidance on site and building design including the provision of electric vehicle charging infrastructure, installing renewable energy technology, making development greener and using and managing our natural resources more efficiently.

In March 2020 the Council adopted its Supported and Specialist Accommodation Strategy. This provides an evidence base around supported, specialist and accessible housing needs in the borough.

Further to this work the Supplementary Planning Document (SPD) ‘Homes for All: Providing accessible, supported and specialist housing in Telford and Wrekin’ will support the delivery of a broader range of accommodation including housing for older people, residents with care needs and vulnerable young people.

This document was produced in partnership with West Mercia Police and Telford and Wrekin's Safer Communities Team to promote well designed, safe and accessible developments and environments where crime, the fear of crime and anti-social behaviour are minimised.

This document sets out detailed guidance on the consideration of planning applications for telecommunications development by Telford & Wrekin Council.

The Ironbridge Gorge World Heritage Site Supplementary Planning Document (SPD) was adopted by Telford and Wrekin Council’s Cabinet on the 13 July 2023, in order to provide guidance on the application of Local Plan policies and form a material consideration in the planning application process.

World Heritage Sites are internationally important heritage assets that are inscribed (or designated) by UNESCO due to their Outstanding Universal Value (OUV). OUV means ‘cultural and/or natural significance which is so exceptional as to transcend national boundaries and to be of common importance for present and future generations of all humanity. As such, the permanent protection of this heritage is of the highest importance to the international community as a whole.’ (National Planning Practice Guidance on the Historic Environment).

The Ironbridge Gorge World Heritage Site was inscribed by UNESCO in 1986. It stands as a testament to the area’s pioneering spirit during the Industrial Revolution. Its outstanding universal value is reflected in its historical sites, stunning landscape, and rich social history. The designation has not only contributed to the local visitor economy but also attracted investments for vital conservation projects within the World Heritage Site (WHS) area.

The Ironbridge Gorge World Heritage Site covers 550ha, of which 419ha (around 77%) falls within Telford & Wrekin Council’s administrative area. The remainder is in Shropshire Council’s administrative area. As such, this SPD was jointly prepared and consulted upon by Telford & Wrekin Council and Shropshire Council. Like Telford and Wrekin Council, Shropshire Council have now adopted the Ironbridge Gorge World Heritage Site SPD for use within their administrative area.

The Ironbridge Gorge World Heritage Site SPD will form part of a suite of documents, including the Local Plan and World Heritage Site Management Plan, that set out how the Ironbridge Gorge World Heritage Site can be protected and positively managed.

There are a range of policies within the adopted Local Plan which are considered key in the decision making process for developments within the Ironbridge Gorge World Heritage Site. The Ironbridge Gorge World Heritage Site SPD provides positive guidance on the application of these policies within the Ironbridge Gorge World Heritage Site. These policies include:

  • Ironbridge Gorge World Heritage Site (BE3)
  • Listed Buildings (BE4);
  • Conservation Areas (BE5);
  • Buildings of Local Interest (BE6); and
  • Archaeology and Scheduled Ancient Monuments (BE8).

Both Councils recognise that Ironbridge Gorge World Heritage Site is a living and working community, and as such the SPD includes property level guidance to assist residents and businesses in proposing developments while preserving the area’s unique character. Additionally, it addresses climate change pressures and encourages sustainable practices for the long-term resilience and energy efficiency of buildings within the WHS.
