Waters Upton Neighbourhood Plan

On 16th June 2016 Telford & Wrekin Council resolved to make the Waters Upton Neighbourhood Development Plan.

Prior to the COVID-10 pandemic, the Notice of Decision and the Decision Statement could be viewed at the below locations. This will be reviewed now restrictions have been lifted.

  • Addenbrooke House Reception, Ironmasters Way, Telford, TF3 4NT (Monday - Friday 8.45am to 5pm). 
  • Darby House Reception, Lawn Central, Telford, TF3 4JA (Monday - Friday 8.45am to 5pm).
  • Telford & Wrekin Council Business & Planning First Point, Wellington Civic & Leisure Centre Larkin Way (off Tan Bank), Telford, TF1 1LX  (weekdays 8.45am to 4pm).
  • Waters Upton Community Shop and Post Office,  Upton Stones, Waters Upton, Telford TF6 6NL  (Monday to Friday  6.30am to 6pm, Saturday 7am to 4pm and Sunday 8am to 12 noon).

Referendum

A Referendum relating to the Waters Upton Neighbourhood Plan was held on Thursday 5th May 2016.

The question which was asked in the Referendum is: 

“Do you want Borough of Telford & Wrekin to use the neighbourhood plan for Waters Upton to help it decide planning applications in the neighbourhood area?”

The count took place on Thursday 5 May 2016 and 86% of those who voted were in favour of the Plan being used to help decide planning applications in the plan area. A report has been prepared for the 16 June 2016 Cabinet meeting seeking to have the Waters Upton Neighbourhood Plan “made”.

Examination

On 6 January 2016 the Council received the Examiner's report on the Waters Upton Neighbourhood Plan. The report concludes that with a few modifications the Plan should proceed to Referendum.

Consultation on Telford & Wrekin Council Submission - Closed

Telford & Wrekin Council has produced a summary submission and a table of comments in respect of the Waters Upton Neighbourhood Plan. The Plan has been developed by the Parish Council to establish a long term view for the Waters Upton area and help deliver the local community’s aspirations. The plan sets out a number of key objectives and planning policies which the Parish Council wishes to be used to help determine planning applications in the area.

Representations on the Council’s submission and table of comments to the Waters Upton Neighbourhood Plan were made to the Council between 8 July and 22 July 2015.

It sets out a number of key objectives and planning policies which the Parish Council wishes to be used to help determine planning applications in the Waters Upton area.

Pre-submission Consultation and Publicity

The Neighbourhood Planning regulations require the proposed plan to be subject of a minimum 6 week consultation before it is submitted to the local authority for independent examination.

Designation of a neighbourhood area
The first formal step in the process is to designate a neighbourhood area; define the proposed boundary covered by a plan. In May 2013 Waters Upton Parish council applied for the designation of the neighbourhood area, the proposed boundary being the parish of Waters Upton.

A six week consultation began on Monday 5 August until Friday 20 September 2013 and Telford & Wrekin Council approved the designation in November 2013.
