Improvements in your area: Haygate Ward
In July 2016 the council received a petition regarding the poor condition of the roads and footpaths on and around Hollies Road and Orleton Lane in Wellington. Following on from this the local ward member, Councillor Graham Cook engaged with council officers to understand the issues and determine potential solutions. Following extensive feasibility and design work I am pleased to confirm that the council has committed to a significantly large investment of over £600,000 to deliver improvements in 2018.
This major highways improvement project commenced on 17 September 2018 and was substantially complete by mid-December. The council coordinated with housing developers already working in the area to ensure that all the utility connections in relation to the new development such as Severn Trent were completed prior to commencement of the highways improvement works.
The improvement project will consist of the following works:
- resurfacing and reconstruction of all the roads and footpaths along Hollies Road, Orleton Lane, Cranage Crescent and Steventon Road. This will include kerb replacements where required
- drainage repairs and reshaping of the road on Orleton Lane
- replacement of the existing traffic calming measures with speed cushions along Hollies Road and Orleton Lane
- all of the signs and ironwork within the abovementioned roads will be replaced
- a permanent weight restriction for through traffic (Hollies Road and Orleton Lane) will be imposed
- Spring Hill will be resurfaced between the roundabout and the Orleton Lane junction.
The project will be taking place under road closures, consisting of several phases throughout the site. The closures are to be phased and managed in order to minimise disruption to local residents and businesses and we thank you in advance for your patience and apologise for inconvenience caused whilst we make these improvements. We recently held a public information session on Friday 3 August 2018 in order to provide residents and local stakeholders with the opportunity to speak to the team delivering these works and to view the plans. Other comments which have been received regarding the surrounding area, including several requests for future projects and concerns relating to the development sites and their associated traffic in the area, have been passed to the relevant teams for further investigation.
Frequently Asked Questions (FAQs): Improvements in Hollies Road area, Wellington
Q. Why is the work being done?
A. In July 2016, the Council received a petition regarding the poor condition of the roads and footpaths on and around Hollies Road and Orleton Lane in Wellington. Following on from this, the Council worked with the local ward councillor to fully understand the issues and what needed doing. After completing an extensive feasibility study plans were drawn up for the improvement works needed. In 2018, the Council allocated around £600,000 from its Pride in Our Community investment programmed to deliver the improvements listed above in 2018.
Q. How does this work relate to the local developments currently being built?
A. During the public session there were a number of comments regarding the local development sites in the area.
Because of this, we would like to confirm that this project is a Council Investment looking at the maintenance of the estate and its key routes and is not part of any agreed contributions to the area by the local developments which are ongoing.
With regards to the local developments contributions, we would like to confirm that during the 2005 application for the Orleton Park development site, £40,000 was paid by the developers for the signalisation of Orleton Lane Bridge. The signals have already been installed in this location since that time. In addition, £15,000 was secured towards a new signal junction at the Haybridge Road/Bridge Road junction which is still subject to delivery.
The Haygate Road development site is also making a £410,000 contribution towards future signal junctions at Haygate Road/Holyhead Road, Haygate Road/Bridge Road and the Cluddley Junction adjacent to Junction 7 of the M54 which are all still awaiting delivery. In addition to this, this development is making a £10,000 bus contribution and £20,000 contribution towards local traffic management improvements.
The Taylor Wimpey development site on Holyhead Road has made an £80,000 contribution also to the junctions mentioned above, and the development at the former Allscott Sugar Beat site is contributing to Cluddley junction by £137,000.
All contributions made by developers are proportionate and meet the Community Infrastructure Levy and National Planning Policy Framework legal tests, however the monies secured are not enough to deliver the junction infrastructure improvements above in whole, and as such these improvements will also require additional Telford & Wrekin Council investment in order to deliver, as any contribution has to be legally proportionate to the impact of the developments in hand, and most of these improvements are required in part because of historical and existing traffic being over the capacity of these junctions.
Q. What about the overhanging vegetation, this impacts visibility on the junction around Hollies Road and Orleton Lane Bridge?
A. This issue was raised to us by local residents as part of the public information session, and we are currently arranging for our contractor to remove the overhanging areas of vegetation in order to provide improved visibility around this junction in advance of our works.
Q. The lining in the wider estate is in a poor condition, what can be done about this?
A. This issue was raised by local residents as part of the public information session. We are now intending to replace the lining in its entirety on the wider estate leading from Hollies Road and Orleton Lane.
Q. What is happening to the existing traffic calming on Hollies Road?
A. As stated, the existing traffic calming features along Hollies Road will be replaced as part of this improvement project. The replacement design will consist of a series of speed cushions, constructed from modular plastic to give a uniform finish and height. These cushions have been used in other areas of the borough and will replace the existing narrowing build out areas. The new traffic calming features will allow for a better traffic flow along Hollies Road and Orleton Lane whilst still restricting traffic speeds. Also, in response to one of the issues raised in the 2016 petition, a 7.5T weight restriction will be imposed on Hollies Road and Orleton Lane, which will mean that HGV traffic will not be allowed to use Hollies Road and Orleton Lane as a ‘cut through’ but will still be permitted access to homes/businesses for deliveries.
Q. How long will the work take?
A. Work starts on 17 September 2018 and is scheduled to be completed by mid-December 2018. The work will be phased in order to minimise disruption to local residents and businesses. A full works programme detailing what is happening when can be found above, which will be kept updated on work progress. Letters will also be delivered to local residents and businesses 2 weeks prior to work starting in their road. In addition, we can confirm the following:
- all works on Spring Hill will be completed during the October half term school holiday, and the road will remain open throughout the works in this location
- two areas (the junctions with Orleton Lane and Lawrence Road) will be completed at a weekend to avoid conflict with construction traffic to the Orleton Park development site.
Q. You are working outside my house, how will I park/access my property?
A. During the works, each road will be closed to traffic in order to ensure the safety of both our contractor’s operatives and the general public. Access will, however, be maintained to your property, although on street parking will not be permitted at this time.
Residents will instead be asked to park their vehicles either on their driveways, or on adjoining streets during the phase of the work outside their property. The scheme has been planned in phases so that residents will have access to parking in the surrounding area and that the length of time that each property is affected is kept to a minimum. Further information and advice about parking will be included in the letters sent to households 2 weeks before work starts near their home.
Access will be maintained at all times for emergency vehicles, and a separate construction traffic route will be put in place to allow access to and from the nearby Orleton Park development.
We will work with our contractors to do all we can to keep disruption to a minimum, and really do appreciate your co-operation and patience. If you have any special access requirements whilst the works are in progress, please let us know.

Q. Will access to my driveway be affected by the changes you are making when the works are completed?
A. No. As part of the works some of the levels of the carriageway and footway may be required to change to ensure that water is able to drain away freely.
To prevent these changes from impacting on resident’s access, each property with a driveway access will be identified during the project and work to the footway and carriageway will ensure that any existing driveway or access present on an affected property will be retained, including any amendments to the existing carriageway, footway or kerbing that are required.
Q. Why has my street not been included in the proposed works?
A. We have committed over £600,000 to deliver these improvements in 2018. This investment has been focused on the roads and paths identified as most in need of improvements within the area and unfortunately this means we cannot repair everything.
Q. There is a large amount of litter present in Spring Hill recently, can you resolve this?
A. This was raised by local residents as part of the public information session. This has been passed to our Grounds and Cleansing team who will be investigating this. A regular cleanse of the area takes place every two weeks and we will resolve the issues in advance of our project. If you know of any other areas like this, please get in touch.
Q. Standing water is currently present on the street near to my property, what can be done to resolve this?
A. This was raised by local residents as part of the public information session. Several of these areas have been identified as part of the design and will continue to be identified and resolved as part of the project. Our project will replace the existing footpaths and carriageway surface and we will be ensuring that the new surface will allow for water to drain away freely.
