The Council collects business rates, also known as non-domestic rates, based on property valuations by the Valuation Office Agency, which is a separate organisation. The rates collected are not retained by the Council, but are paid over to Central Government, which then pools all this income and redistributes it to local councils across the country on a per capita basis or head of population.
