Executive Director Update

Dear colleagues

I was appointed as Executive Director of Children’s and Family Services in June, and it would not be an understatement to say that current circumstances have meant that my transition into the role has been somewhat unique! At the start of this year, I’m sure that none of us could have envisaged what lay ahead; we have encountered a national pandemic; school closures; and have been tasked with finding ways to support children and young people both in and out of school in new, virtual and innovative ways. 

The way in which our educational community has risen to this challenge is truly astounding. Whilst these times have been a huge learning experience for all of us; it’s clear that there will be further hurdles, but also lessons and new ways of working we can take forward from the crisis. 

The foremost priority for us all now is to understand how best we can support children and families on the other side of this crisis and how we support our children and young people as they have been returning to school. On this note, I was incredibly pleased to see that attendance figures of state funded borough schools is currently at 88%, placing us in line with national figures. Ensuring that all of our children feel safe, welcomed and that they each feel a sense of ‘belonging’ in their school environment is something that we all know has the potential to make a real difference. 

Finally, I would like to say an enormous thank you for the hard work, commitment and support of all of our educational community, and I am looking forward to now being able to attend a range of network meetings and meeting colleagues from across the sector. Although we remain in unprecedented and hugely challenging times, I look forward to working together to ensure children remain at the heart of all decisions that affect their lives. The combined efforts of all of us have never been more important.

Department for Education Laptops for Disadvantaged Children and Attendance Return

The Department for Education has made further laptops available for disadvantaged young people in years 3 to 11 in the event of full or partial school closures due to COVID-19.

These laptops will go directly to the trust for academies; or for maintained schools, these will go to Telford and Wrekin ICT who will then configure them for the school. These devices will be owned by the school.

It would appear that the trigger to order the devices is the daily DfE Attendance return and in particular where a school declares that they are ‘Not Fully Open’.

We would therefore urge you to ensure that you do complete the daily Attendance Return to the DfE, not just to trigger the order for laptops, but also to support both the DfE and the LA in tracking overall attendance during this challenging time.

Coronavirus (COVID-19) catch-up premium: provisional allocations announced

The universal catch-up premium funding is available for all state-funded mainstream and special schools, and alternative provision.

The table shows provisional allocations for academic year 2020 to 2021, details of the first payment of the 3 tranches and conditions of grant for local authorities.

Allocations

The provisional allocations are for primary, middle, secondary and all through local authority-maintained schools, academies and free schools

  • £80 for each pupil aged 4 and over recorded in Reception to Year Group 11 in the October 2019 school census.

For local authority maintained special schools, pupil referral units and hospital schools

  • £240 for each high needs place recorded on the local authority’s section 251 budget return.

For special, AP and hospital academies and free schools, and for non-maintained special schools

  • £240 per place from published  high needs place numbers for the 2020 to 2021 academic year.

For local authorities with SEND pupils placed in independent special settings

  • £240 for each pupil with an Education Health and Care Plan, or SEN support, educated in an independent special setting, as recorded on their January 2020 alternative provision census.

The first payment is based on these provisional allocations, with two further payments in 2021. The first payment is worth 25% of the provisional allocation, rounded to the nearest £10. For primary, middle, secondary and all through local authority-maintained schools, academies and free schools, these will be based on final allocations using pupil numbers from the October 2020 census for mainstream schools. The final allocations could be significantly different to the provisional allocations.

Health Protection Hub: Next steps for school referrals

Following the update on the Education Noticeboard last week, please can we request that when submitting an online notification form for:

  • any positive COVID-19 cases associated with your school
  • any symptomatic members of schools staff or their symptomatic family members
  • any symptomatic children at our special schools.

That you please also complete the School Testing Referral form for each symptomatic person that needs a COVID-19 test and email it to HealthProtectionHub@telford.gov.uk. To ensure greatest efficiency within the referral process please take the following steps:

  • if more than one symptomatic person needs testing in a household, please put them together on one Testing Referral form
  • in the column “Job”, please write Teaching Staff, Pupil or Staff family as appropriate
  • if the staff member is not symptomatic and doesn’t need testing but members of the household do, please mention on the email the name of the staff member that the household is related to and their school role.

Please note: You are still required to complete the online notification form as well as sending the completed Testing Referral Form – this is so that the correct reference number can be attached to the Testing Referral Form and any positive test results can then be contact traced as soon as possible.

Updated guidance for schools: Coronavirus (COVID 19)

The government has issued some updates this week which we have collated and added a brief summary of the change for you to consider in your areas of responsibility. The guidance informs what school leaders, teachers and school staff need to do during the outbreak.

Further and higher education: coronavirus (COVID-19) 22 September 2020 - Added 'Use of the NHS COVID-19 app in schools and further education colleges' to the 'Safe working and protective measures' section.

New information about the use of the COVID app in schools

The government have issued guidance on how the NHS COVID-19 app works and how schools and further education colleges can use it within their settings.

The guidance includes information for

  • local authority maintained schools
  • academies and free schools
  • alternative provision schools
  • pupil referral units
  • independent schools
  • boarding schools
  • sixth form colleges
  • general FE colleges
  • independent training providers
  • designated institutions
  • adult community learning providers
  • special post-16 institutions.

This guidance covers the use of ‘the app’ within the school by students aged 16 or over and staff members in their school, setting or college.

Information is provided for leaders and staff on understanding how the app works, how it relates to their settings process for managing a positive case or outbreak, information about the ‘trace’ features, how the app can be used within mobile phone policies, communication with staff, parents and students about how the app will be used within the setting and how to use the check-in function for activities and visitors to your setting.

HSE spot checks

As you should all be aware, the HSE are carrying out spot checks in some schools following the return to full capacity.

A number of questions were asked in relation to the school’s response to COVID-19. It appeared that the HSE were following a set script containing specific questions, there was no deviation from this. The School Business Director took the call and questions included the following:

  • Has the school read the government guidance/public health guidance?
  • Has the school undertaken a COVID-19 risk assessment?
  • Who has been involved in writing the risk assessment; have staff, managers and any union appointed representatives had any input?
  • On a scale using never, sometimes, usually and always, are people able to maintain a safe distance from one another?
  • How is the school mitigating the risk if they are unable to maintain a 2m distance; they were not interested in general hygiene, cleaning etc. more of what the school were doing about physical environmental controls on-site such as one-way systems, separate entry/exit points, staggered start/finish times etc.
  • Class bubbles were also discussed.

They were also interested in how many staff were employed and how many were on-site.

The call concluded with a statement to say that this information would be collated by the HSE who may decide to visit.

Updates to the Actions for Early years and childcare providers during the coronavirus (COVID-19) outbreak

The guidance has been updated to include new content on the following areas:

  • the use and disposal of face coverings (section 3)
  • supervised tooth brushing programmes (section 3)
  • process for local lockdowns (section 3)
  • new guidance on music, dance and drama (section 3)
  • maximising use of sites and ventilation within settings (section 3)
  • reopening of buildings (section 3)
  • journeys, such as pickups and drop offs (section 3)
  • attending more than one setting (section 3)
  • a child with symptoms attending a setting (section 3)
  • pregnant women (section 3)
  • visitors to settings, including new admissions and settling in (section 3)
  • use of outdoor private and public spaces (section 5)
  • informal childcare (section 5)
  • supporting children’s and staff wellbeing (section 6)

Updated COVID HR guidance for schools

Following the return to school in September, we have taken the opportunity to review our COVID HR Guidance and ensure that this is fully compliant with the numerous changes that have occurred since this was issued in July.

The key update to this document relates to those staff who are in their 3rd trimester of pregnancy (over 28 weeks) and their ability to remain in school up to the start of their maternity leave.

The LA had taken a decision for direct employees and those in community and controlled schools that they should not be permitted to remain working on site once they were 28 weeks pregnant – this decision was based on advice at that time and the shielding measures that were in place.

The decision has now been taken that in line with the DfE guidance and the government position around clinically extremely vulnerable/clinically vulnerable staff being able to return to work, that these staff can now work on site on the basis that the workplace is COVID-secure. However, this is subject to a Maternity Risk Assessment, and a COVID Individual Risk assessment being undertaken and them not having any other COVID risk factors. This risk assessment has been updated.

Please note schools have the discretion to continue to support those staff remaining off site if they wish.

We would also advise that there should not be an expectation that those that have already commenced a period of special leave for these purposes, be required to return to school unless they wish to.

Keeping Children Safe in Education Part 1 - Translations

The London Grid for Learning commission translations of KCSiE Part 1. It is available now in Arabic, Bengali, Cantonese, Gujarati, Mandarin, Polish, Portuguese, Punjabi, Spanish, Urdu and Somali.

Safeguarding and promoting the welfare of children is everyone’s responsibility. That's why ALL school staff must read and understand Part 1 of the DfE's statutory guidance Keeping Children Safe in Education.

As many schools employ speakers of English as an additional language who are not required to have a high level of English for their role, it can be challenging to ensure that everyone understands the full meaning and principles of the guidance.

That's why, as part of the London Grid for Learning commitment to helping schools keep children safe, they commission translations of KCSIE Part 1 into eleven key community languages. These are now available free, open-access documents for the benefit of schools.

The LA sample Attendance Policy has been reviewed and updated to incorporate the current DfE statutory guidance and includes reference to school attendance affected by pandemics e.g. COVID-19. It is available in word format and we invite schools to adapt it to suit their own schools current policy.

2019 - 2020 3 x ½ terms School Attendance and Persistent Absence (P/A) data

Please can we offer our gratitude to all schools and staff that provided their attendance and persistent absence data. We are now able to share the Borough averages with you all.

You will all recall that on this occasion we requested data for just 3 x ½ terms, September 2019 – February 2020 (before the impact of COVID-19). We are strongly advising schools to use their own data as a pre-COVID benchmark to support you in aiming to return to your pre-COVID position.

This local data can be compared against the most recent DfE validated ‘National Average’ attendance and persistent absence figures which is for academic year 2018 - 2019.

Attendance data: Pupil Absence in Schools.

The National data, validated by the DfE based on 2018 / 2019 for a full year was published by the DfE 26 March 2020.

It identifies that Telford Primary attendance was 96.2% compared to 96% nationally and ranks the LA 22nd nationally.

Secondary attendance was 94.6% compared to 94.5% and ranks the LA 59th nationally.

The LA’s overall rate for Persistent Absence at 6.9% for primary (8.2%) was lower than national at 8.2% but for secondary it was 14.3% locally compared to 13.7% nationally. 

For 3 x ½ terms in 2019-2020 Telford and Wrekin are marginally below the national average in overall attendance across Primary, Secondary and Special schools. The norovirus locally in the autumn term 2019 will have impacted on these figures. Similarly for the persistent absence figures for the 3 x ½ term period. 

Schools should be using the local and national data to compare to their own school data.

Attendance Support Team ‘Red Book’ training for Referrals and Legal Interventions

AST are pleased to be able to confirm the next confirmed date for their full day free ‘Red Book’ training is Tuesday 29 September 2020. Thank you to those of you on the waiting list for your patience. This training and exercises will look a little different due to social distancing measures. All delegates that have waited some considerable time will receive a red folder hand delivered to school prior to the day as resources cannot be handed out during the session due to COVID restrictions. Delegates should bring this to the training. 

This training is a full day and is free of charge.

Please can we confirm that school staff with attendance responsibilities have been given priority on this occasion (some governors will remain on the waiting list).

Full joining instructions will be circulated shortly.

If you have a new member of staff in school or have staff who have recently been delegated school attendance responsibility, please contact the Attendance Support Team as a matter of urgency to request a place.

New opportunity to access free family literacy programmes for your school

Invitation

You are invited to register your interest for your school to participate in this research study programme. Further details of eligibility and how to register your interest can be found below.

Background 

We know that school closures during the pandemic highlighted significant inequalities in children’s home learning experiences that increase achievement gaps. New analysis of research evidence from the Education Endowment Foundation family literacy programme called Family Skills, indicates that by working with parents and carers, Family Skills raised literacy levels of this specific cohort of children by an additional 4 months.  

The Department for Education has now awarded new funding through the What Works Fund for Children in Social Care to adapt the Family Skills programme for children who currently or previously have had a social worker.

New Opportunities 

This new project, called Our Skills, aims to evidence the impact of the Family Skills programme in a new national research trial, run by Learning Unlimited in partnership with Campaign for Learning. The funding will enable Learning Unlimited to deliver the programme at no cost to your school.

This is an opportunity to be at the forefront of research into what ultimately makes a difference to the lives of children who have or have had a social worker. With funded provision for up to 1,200 children, Our Skills will engage children from both Reception and Year 1 classes along with their parents, guardians or carers.  A key difference to Family Skills is that Our Skills will not just target speakers of other languages, it will be open to all eligible children and families/adults who care for them.  

The Research 

There will be an external evaluation carried out by the Centre for Evidence and Implementation and Bryson Purdon Social Research. However, you will be delighted to know that they will only use data that is already collected by you for the National Pupil Database. You would not be required to conduct any additional assessments.  

Timescale 

The project will start this autumn and the delivery programme will be launched for anticipated delivery in the Spring Term 2021, subject to local and national COVID restrictions.

This course is ideal is you are looking to enhance your understanding of educational and psychological theories around child development. It is particularly relevant for those supporting children with social and emotional needs with SEND and includes practical strategies for support.  

With Mental Health being at the forefront of learning and teaching at the moment, it is more important than ever to not only make learning accessible, but also acceptable for children and young people with additional needs.  

Within the new SEND Code of Practice the definition of ‘special educational needs’ remains the same; however the category of ‘behavioural, emotional and social difficulties’ (BESD) has been removed as a sub-category and replaced with ‘social, emotional and mental health’. Practitioners looking to upskill their background and understanding in this area would benefit from the Ready for Learning course.

Early Years Inclusion Panel

The Early Years Inclusion Funding Panel is a meeting of Local Authority and Health Professionals including Advisory Teachers, Speech and Language Therapists and Portage Home Visitors who have expertise in special educational needs within the Early Years. It has been developed for all Early Years settings in Telford and Wrekin in order for them to access additional funding to support children who attend their settings with special educational needs.

Criteria for EY Inclusion Funding can be found on the Local Offer website along with the referral paperwork.

Music Network Meeting – Singing

Thank you to all the Music Co-ordinators/Heads of Music that attended our MS Teams Meeting on Wednesday 16 September 2020 to discuss music teaching in Telford schools and to discuss the latest DfE guidance.

One of the suggestions as a follow up meeting was to talk about singing in schools and we can confirm that there will be a Singing Network Meeting held on the 1 October 2020 at 4pm via MS Teams.

Travel to School Survey 2020

Earlier in the year, the Government announced a £2billion package to promote alternative ways to travel, such as walking and cycling. Telford & Wrekin Council has also committed to invest more in sustainable travel over the coming years, to ensure that our transport network continues to evolve and be fit for purpose but also to promote the health and well-being benefits associated with active and sustainable travel.

As part of this work, we are conducting a borough wide Travel to School Survey. We would appreciate it if your school could carry out the attached hands up survey with all pupils (from Reception year to Year 13), which simply asks ‘How do you usually travel to school?’

Two spreadsheets are available for download:

Completed spreadsheets should be returned to: roadsafety@telford.gov.uk.

Instructions are enclosed within each spreadsheet.

Furthermore, we would appreciate it if you could answer the following questions about your school:

  • How many cycle stands do you have?
  • How many of your cycle stands are covered with a shelter?
  • How many scooter stands do you have?
  • How many of your scooter stands are covered by a shelter?
  • Have you noticed an increase in cycling or scooting to school since your return in September 2020?
  • Have you identified a need for additional cycle or scooter storage?
  • Do you have any specific road safety concerns regarding the journey to your school?

This information along with the travel to school survey data, will support the Council, in developing and implementing further active and sustainable travel measures, as well as support funding bids to Government.

Please return the completed School Data Sheet along with your answers to the questions by Wednesday 7 October 2020 to roadsafety@telford.gov.uk.
