Possible scam regarding Council Tax energy rebate

It has come to our attention that fraudsters are telephoning residents and asking them to provide their bank details in order to claim the £150 Council Tax energy rebate. We urge you not to give your bank details to anyone claiming to be from the Council. If someone contacts you saying they're from the Council and asks you provide your bank details, put the phone down immediately. We will never contact you to ask for your bank details by phone.

There may be rare occasions that we have to request further information to verify the bank details you have supplied. In these instances we will request the further information via an email request that will state your name and Council tax reference number in the body of the email. You can also check that it’s a genuine email as the email address it is sent from states .gov.uk at the end. Discretionary Scheme

We have already paid or written to customers in Council Tax Band E properites regarding the £100 payment we are making under our Discretionary Scheme. We have also paid or written to customers in Band E – H in receipt of Council Tax Reduction who qualify for a payment under our Discretionary Scheme.

Council Tax Rebate Bands A to D

Over 17,000 letters have been issued this week inviting Telford & Wrekin residents who pay their Council Tax by cash or other means to apply for their £150 rebate.

Once you have received your letter you will be able to apply online using the online key code quoted within the letter.

Council Tax Rebate - Bands A to D

Telford & Wrekin Council have processed over 46,000 Council Tax Rebate payments for customers who on the 1 April 2022 were signed up to pay their Council Tax by Direct Debit.

The £150 payment will show in your bank account on or around the 7 April 2022.

Government guidance sets out various validation checks that have to be completed before we can automatically award the Council Tax Rebate. Customer’s details have to be run through numerous validation checks to ensure that we are paying the correct account / person. Where Direct Debit customers have not received their payment automatically it’s due to a mismatch of information. As a result customers who have failed the validation checks will receive a letter with details on how to apply for the rebate shortly.

Our attention will now move onto customers who pay their Council Tax via cash or other methods and those customers will be contacted shortly by postal letter inviting them to apply.

If you signed up for Direct Debit after the 1 April, you will also receive a letter inviting you to apply shortly. 

Discretionary Scheme

  • Those who are in a Band E property and pay their Council Tax by Direct Debit will receive a £100 payment in their bank account on or around 14 April. If you don’t pay by Direct Debit, we will write to you shortly.
  • If you are in receipt of Council Tax Reduction and in Band E - H, you will receive £150 payment (note: this is not in addition to the £100 mentioned above). Payments will be made on or around 14 April. If you don’t pay by Direct Debit, we will write to you shortly.

For our purely discretionary scheme, this will be launched on this website within the next month.


Government announcement and scheme details

The Government announced on 3 February 2022 measures to help protect households from rising energy costs. This includes a one off non–repayable £150 Council Tax Rebate for all households in England whose primary residence is valued in Council Tax bands A to D. This will take the form of a payment. One payment is available per household, regardless of the number of occupants or council taxpayers named on the bill.

On the 23 February 2022 the government published further guidance and allocations for the Council Tax Rebate and the discretionary fund scheme.

This scheme is not effective until April

Frequently Asked Questions

The rebate applies to properties which are:

  • valued in Council Tax Bands A to D. This includes properties which are valued in Band E but have a disabled band reduction applied
  • it is someone’s sole or main residence
  • it is a chargeable dwelling, or in exemptions classes:
    • N (occupied by full time students)
    • S (occupied by persons under the age of 18)
    • U (occupied by persons with a severe mental impairment)
    • W (an annex to a property occupied by a dependent relative or the person in the main dwelling).

Where the property falls within the criteria but council tax is not payable because of an exemption or Council Tax Reduction, the £150 is still payable.

Second homes and empty properties are not eligible for the payment. 

If you pay your Council Tax by Direct Debit on the 1 April 2022 we will be able to pay the money straight into your bank account.

Every Council has been given additional funding to help households who do not qualify under the main Council Tax Rebate scheme. As soon as we have further information we will update this page.

If you pay by direct debit we will be able to pay your rebate directly into your bank account in April automatically. If you don’t pay by direct debit we won’t have your bank details, so will have to contact you to invite you to claim, which will take longer to process. The deadline for signing up to Direct Debit for your Council Tax Rebate award is the 1 April 2022. After this date customers will be contacted by postal letter inviting them to apply

Over 75% of taxpayers in the borough pay their council tax by Direct Debit. We will be making payment to these households in April. An application form will be available on our website in early April so that we can capture your bank details.

Yes, the rebate only applies to those living in, and liable for council tax, in Band A to D households as at 1 April 2022.

The effective date of the scheme is 1 April 2022, so any changes which are made after this date are not taken into consideration. The exception to this is newly built homes where a banding becomes effective from 1 April 2022 or before.
