Food parcels, food shopping and meals

The council is doing everything it can to provide extra support for its residents so we can help and protect the extremely vulnerable, the vulnerable and those who need our help during the Coronavirus (COVID-19) pandemic.

We have included step by step processes with information, advice and services. Please follow these steps in order to see the support that is available to you. This information is provided at a time where there is constant change and the services suggested below may vary.

The UK Government has set out a roadmap for the clinically extremely vulnerable on the future of the shielding programme. 

For now, the guidance remains the same – stay at home and only go outside to exercise or to spend time outdoors with a member of your household, or with one other person from another household if you live alone – but the guidance will change on 6 July and again on 1 August 2020 in line with clinical evidence.

Shielding and other advice to the clinically extremely vulnerable has been and remains advisory. 

What are the changes? 

Recently, the UK Government advised that you can spend time outdoors, if you wish, with your own household, or if you live alone with another household. Following this, and alongside current scientific and medical advice the UK Government is planning to relax shielding guidance in stages. 

From 6 July, the guidance will change so you can meet in groups of up to six people from outside your household – outdoors with social distancing. For example, you might want to enjoy a summer BBQ outside at a friend’s house, but remember it is still important to maintain social distancing and you should not share items such as cups and plates. If you live alone (or are a lone adult with dependent children under 18), you will be able to form a support bubble with another household. 

Government food parcels for the extremely vulnerable

If you are in receipt of Government provided food boxes and medicine deliveries, you will continue to receive this support until the end of July 2020.

What is a Government food parcel?

The Government food parcels are for those people who are ‘extremely vulnerable’ and who require extra support in getting essential supplies.

The service is available to those people who have received a letter from the Government/NHS.

They contain items like beverages (coffee, tea bags), biscuits, bread, cereal, tinned veg, potatoes, long life milk, tinned protein (fish, cold meat excl pork, corned beef), fresh fruit, pasta sauce, pasta and rice, toilet tissue, hand soap or shower gel.

An individual box is based on 1 person for 1 week.

I’ve received the letter informing, will I automatically receive a food parcel?

The weekly food parcels are not delivered automatically, if you have received a letter because you are extremely vulnerable and have no other help or support you will need to call the helpline number on the letter. 17 July 2020 is the deadline for registering for support.

What support is available to people who are shielding until the end of July?  

Essential supplies

There are a number of ways that those who are shielding can access food and other essentials: 

Make use of the supermarket priority delivery slots that are available for this group. When a clinically extremely vulnerable person registers online as needing support with food, their data is shared with supermarkets. This means if they make an online order with a supermarket (as both a new or existing customer), they will be eligible for a priority slot.

A free, standardised weekly parcel of food and household essentials. If you have registered for this support online before 17 July 2020 you will continue to receive weekly food box deliveries until the end of July. 

Please contact the government helpline on 0800 0288327 to register. Final registrations for food support will close on the 17 July 2020, to allow for support to reach individuals ahead of the scheme end date of 31 July 2020.

Who is classed as extremely vulnerable person?

An extremely vulnerable person is someone at very high risk of severe illness from Coronavirus because of specified underlying medical conditions. These are the people the Government and NHS has written to, telling them they need to isolate for 12 weeks.

I’m not extremely vulnerable, but I still need support?

We are aware that there are also a number of vulnerable people in our borough who may also need support, but who do not quality to receive the weekly government food parcels.

If you are a vulnerable person, aged 70 or over, or under 70 but with a health condition, and no support from family and friends or neighbours you can contact the Council’s Community Support Team by completing the online form or calling 01952 382030.

I have received my food parcel but an unable to eat some of the products due to dietary or cultural requirements?

Please advise a family member, friend or neighbour to see if they can help if you are unable to order yourself. If you have no support please contact our community support team on 01952 382030.

NHS Volunteer Responders

Support will continue to be available through the NHS Volunteer Responder Scheme beyond the end of July.

NHS Volunteer Responders can support you with:

  • collecting shopping, medication (if your friends and family cannot collect them for you) or other essential supplies
  • a regular, friendly phone call which can be provided by different volunteers each time or by someone who is also shielding and will stay in contact for several weeks; and
  • transport to medical appointment.

Please call 0808 196 3646 between 8am and 8pm to arrange support or speak to your health case professional for transport support. A carer or family member can also do this on their behalf. More information is available on the NHS volunteer responders website.

All of the main supermarkets offer online deliveries but you will need to book in advance as delivery slots are limited. Some supermarkets are offering priority delivery slots for the elderly and vulnerable. Visit the supermarkets websites for more information:

If you are a vulnerable person who is unable to get a priority slot, you can contact the Council’s community support team by completing the online form or calling 01952 382030. They will be able to assist you with access to food.

If you are able to shop by yourself, whilst adhering to the government procedures and guidelines, please do so safely. There is a useful safe shopping guide to help you stay safe and protect others when shopping for essentials.

Many supermarkets are also providing dedicated shopping times for the elderly, vulnerable, NHS and carers. Supermarkets have also measures in place within their stores around social distancing with some limiting the number of customers inside their stores at any one time.

Some stores have temporarily reduced their normal opening hours and some have closed their in-store counters, such as the deli.

ASDA, Marks & Spencer (M&S)Sainsbury's and Waitrose offer E-Gift payment cards making it easier to pay for your shopping at their stores, especially when shopping for someone else. A bar code is emailed to the person of your choice and saves having to handle cash or card payment at the till.

Aldi have a volunteer voucher scheme which they post with smaller set limits on the value of their vouchers.

Morrisons and Tesco have their regular gift cards available that can be used for the same purpose.

If all of the above options have been exhausted and you are in need of help, please look at the following emergency options that are available to you.

We are able to provide further support for the vulnerable in our borough if you have not been successful with the other delivery options. 

DEFRA supermarket referral

  • Individuals who are unable to access food as they are following enhanced social distancing. This includes individuals outside the shielded group but with pre-existing health conditions or circumstances which mean they are at increased risk of severe illness from COVID-19.
  • individuals unable to access food as they are self-isolating at home due to exposure to COVID-19 (or suspected exposure in the absence of verification through testing); This category also relates to people who have been contacted by track and trace and may have been in close contact with someone who has Covid-19

We may be able to refer you for a priority shopping delivery slot at Iceland or Tesco. This programme is for those who have not been able to access food and other essential supplies themselves, due to circumstances related to COVID-19.

  • If you qualify for this priority service, our staff will, with your agreement, enter your details into the Defra programme portal.
  • Depending on which option you choose, you will either be provided with a code or receive an email from the supermarket with a reference number and instructions.
  • Once we have registered you with the programme, you will be able to order and pay for your groceries online yourself.

Our Morrisons Doorstep delivery service is available to vulnerable and elderly members of the community, unable to go shopping in-store. You can place your order by phone from an essential grocery items list. The shopping will then be delivered to your door.
