Executive Director update

Dear colleagues

As we approach half term, I wanted to once again express my gratitude for the day to day work that you all do in the various schools and settings across the borough. It is heartening to know that we have a network of people who take such pride in their work, so thank you.

In terms of updates from me, I am sure that by now you will have heard about the proposals to reform children’s social care. The plan, ‘Stable Homes, Built on Love’, is to take ambitious action across six distinct pillars to transform children’s social care:

Pillar 1 – Family Help provides the right support at the right time so that children can thrive with their families.
Pillar 2 – A decisive multi-agency child protection system.
Pillar 3 – Unlocking the potential of family networks.
Pillar 4 – Putting love, relationships and a stable home at the heart of being a child in care.
Pillar 5 – A valued, supported and highly-skilled social worker for every child who needs one.
Pillar 6 – A system that continuously learns and improves, and makes better use of evidence and data.

To inform how these pillars are tackled, the Department for Education are seeking views on the proposals that they have laid out in response to recommendations made by three independent reviews. The consultation is live on the gov.uk website, and will close on 11 May 2023, and I strongly encourage you to share your views.

The initial work will be rolled out in phases, over two years. In total £200 million will be invested in addressing urgent issues facing children and families now, aiming to lay strong foundations for a whole system reform. Leading on from this new approaches and legislation will follow.

Leading on nicely from that, I am also delighted to share that the Telford & Wrekin Threshold Guidance has been updated for 2023. ‘A partnership framework for assessment and support – Right help, at the Right time’  is to aid everyone who works with children and young people, as well as their families and carers, across the borough.

Identifying and assessing unmet needs is a priority, and the guidance is an invaluable source of information, providing definitions and indicators which practitioners can use to assist in making sure that the right services can be accessed at the earliest opportunity. The full document is available to download and also contains a section on contextual safeguarding, which is particularly useful for identifying different types of harm, and the unexpected places they can arise.

A lot of work has already been done in terms of reviving, refreshing and reviewing the way we think about our Children’s Strategy in Telford & Wrekin, all feeding into the main goal of putting the child/young person at the centre of any process that they are involved in, and to continue to be informed by their voice. Updates will continue to be given as work progresses, and I am excited with the direction that we are heading in.

Students and staff from Haberdashers’ Abraham Darby take part in colour run for LGBTQ+ History Month

Students and staff from Haberdashers’ Abraham Darby have taken part in a colour run to support and celebrate diversity during LGBTQ+ History Month. The run was to show that the school embraces LGBTQ+ young people as included and visible, and that they are a valued part of their rich school community.


Council to support Telford & Wrekin families through new family hubs

Telford & Wrekin Council has been successful in securing a share of the government’s Family Hubs funding. As a result, borough families are set to benefit from a £3.2m funding boost to help them access a ‘one stop shop’ for community services and help children to achieve the best start for life.

Family Hubs aim to support families in overcoming difficulties and building strong relationships with children and young people aged 0 -19 (25, if they have special educational needs and disabilities). Services will include supporting new parents with infant feeding, perinatal mental health support, parenting as well as home learning environment services.  

A wide range of local partners including health, education, early years and voluntary sector, will help deliver the Family Hubs services across the borough, with each hub being co-produced with parents and carers of local communities. A digital offer will also be in place to enable families to access 24/7 the Family Hubs’ services.

The Council will be rolling out Family Hubs across the borough over the next three years, with the first Hub set to open in summer 2023.

Council Leader Shaun Davies said: “This is fantastic news for children and families across Telford and Wrekin. I am proud that our “Outstanding” rated Council for Children’s Services has secured a share of the Family Hubs national funding, which reflects our passion and ambition to make family community services in our borough the best they can be.”

Councillor Shirley Reynolds, cabinet member for Children, Young people and Families, said: “Times are difficult for many of our borough families, children and young people due to the cost-of-living crisis combined with the pandemic’s impact. We are on their side and are committed to do all that we can to help.It’s important that families know where to go and get help, when this is needed. Through the development of Family Hubs across the borough, we are keen to assist families with the challenges they might face - by providing the right support to them, at the earliest opportunity, through a single access point of service. 

“Family Hubs will help improve children and young people’s wellbeing and mental health, reduce family poverty, lead to lower crime, unemployment and many other positive outcomes. It is one of the most exciting and powerful programmes that we will be delivering over the next years for borough families to become stronger, happier and better supported. We are looking forward to working together with local partners, communities and voluntary groups for the roll-out of Family Hubs from this summer.” 


Success for Telford College’s apprenticeships partnership with food company Pickstock

Apprentices are playing a key role in the successful operation of a Telford food processing company that has been in business for over 40 years.

Pickstock Telford, based at Hortonwood, supplies assured British beef products to retailers, butchers and food service professionals across Europe. The company enjoys a strong partnership with Telford College when it comes to finding the right kind of apprentices to join its ranks.

There are currently four Telford College apprentices on the Pickstock books - and the relationship between the college and the company is going from strength to strength.

Bradley Lunn, from Bridgnorth, is an engineering technician studying mechatronics. The 18-year-old started his course in September 2022, and has previously completed a level two diploma in engineering technologies, also at Telford College.

During his time at Pickstock, he has completed a first aid course, achieved a servicing qualification to maintain stun guns, and also achieved a forklift driving licence: “My dad and brother are also engineers, working in the food industry as well, and I wanted to follow in their footsteps,” he said. “I wasn’t interested in university – I’ve only just left school, but I always knew what I wanted to do.”

Alfie Cole, 16, from Woodside, is also an engineering technician studying mechatronics. He joined the course straight from school and has also achieved a servicing qualification to maintain the stun guns, and completed a first aid course. He said: “It allows you to work, and earn at the same time as getting qualifications. I’m enjoying it a lot.”

Infrastructure technician Elliot Kelly, 20, lives in Aqueduct in Telford and is due to finish his course in just a few weeks’ time. He has completed an IT diploma in hardware and then progressed on to the apprenticeship course. After Elliot started working at Pickstock and began his apprenticeship, he was so impressed that he recommended the company to his friend, Dawid Lichnerowicz who is now working there as an apprentice infrastructure technician too.

Dawid began his course in November 2021 and is due to finish in March this year. The infrastructure technician qualification has been restructured and students on this year’s new courses will become information communications technicians.

Telford College business development manager Chris Field said the team was delighted with the ongoing partnership with Pickstock Telford: “We’ve worked with engineering manager Nick Insull at Pickstock who has earmarked more engineers to support the team for our intake in September, and we’re hoping to be able to deliver apprenticeships in even wider areas of their business.”

Nick said: “Apprentices bring a lot to our team. This is an industry where you need to be constantly bringing people through, and I strongly believe that apprenticeships are the way forward.”


Pupil Passport relaunch

We are pleased to share revised versions of our pupil passports to be used going forward. As you may be aware pupil passports are used when pupils are transferring between Telford & Wrekin schools and should be completed within 5 days of a school place being allocated. This will help to ensure that the receiving school has all the information required to support a smooth transition. 

There are two different forms which can be downloaded and used: One for primary settings, and another for secondary settings.

Once completed, the form should be sent to the receiving school, or in the case of a child deregistering to elective home education, to accessandinclusion@telford.gov.uk.


Secondment opportunity: Safeguarding Officer – Closing date 24 February 2023

Education Safeguarding are recruiting to expand the team by 0.5 for 1 year. This is a possible secondment opportunity for staff in schools who are currently Designated Safeguarding Leads (DSL’s) and would like to broaden their experience. Applications should be made via WM jobs. In making an application for a secondment it is crucial that you have the agreement of your school.

Safeguarding children with asthma

A flyer which gives guidance on the safeguarding of children with asthma is available to download.

The flyer has been developed by Lynette Charles, CYP Asthma Clinical Lead in SaTH in response to the tragic case in Birmingham of Hakeem Hussain who died of an Asthma attack due to neglect. 

The flyer provides information on red flags and outlines procedures in relation to raising concerns. It has been endorsed by the local safeguarding boards, who are keen to raise awareness of vulnerable children and preventable deaths of children with long term conditions. Further work is being developed in this area including an ICS Safeguarding in Asthma event planned for June 2023.


Subsidy for safeguarding programmes in primary schools

Telford & Wrekin Council have once again secured funding for primary schools to have Loudmouth’s Helping Hands programme this academic year.

This academic year, primary schools are entitled to one subsidised session of Helping Hands on staying safe in on and offline relationships, at a cost of just £3 per pupil.

Each session consists of a drama performance, character Q&A and discussion workshop and is suitable for Year 5 or Year 6. The programme is accompanied by a set of online lesson plans that teaching staff may use for prep and follow up work on the issues.

Loudmouth will have virtual, back-up options available if required.

Free Motivational Interviewing training for schools and colleges

Motivational Interviewing Training is essential safeguarding training for schools and colleges to understand and work with Telford & Wrekin Council’s Family Safeguarding model. It is strongly recommended that a Designated Safeguarding Lead (DSL) or Pastoral Lead is trained from each school and college across the borough, to enable settings to successfully work with children, families, social workers and partners through the Family Safeguarding Model.

The training is being delivered by:

  • Louise Spragg – Principal Social Worker.
  • Christine Thursfield – Group Specialist for Family Hubs.
  • Dan Machin - Systemic Psychotherapist.
  • Karen Mosedale – Consultant Social Worker.

This training will provide an overview of Motivational Interviewing, including how, as partners, we can model this strengths-based approach within the Family Safeguarding Model.

The key principles are as follows:

  • Engagement with the client, rather than doing something to them – i.e. change cannot be forced or pushed on to someone.  It has to be internal for the client in order to be meaningful and long term.
  • Rolling with resistance (NB this is not rolling over or being passive).
  • Expressing empathy.
  • Avoiding Conflict.
  • Developing discrepancy in the client’s thinking.
  • Supporting self-responsibility.

Key Outcomes

Delegates will:

  • gain an understanding of the spirit and principles of motivational interviewing
  • gain a practical understanding of the cycle of behaviour change, and how it can encourage positive thinking about change
  • be able to use key motivational interviewing techniques in the context of conversations, both formal and informal.

Wednesday 3 May 2023, 1 – 4pm.

New Armed Forces Covenant Duty

The new Armed Forces Covenant Duty, introduced on the 22 November 2022, places a legal obligation on organisations to pay ‘Due Regard to the principles of the Covenant’ and requires decisions about the development and delivery of relevant services to be made with conscious consideration of the needs of the Armed Forces community. Relevant education organisations that will need to consider the principles of the Armed Forces Covenant are: local authorities, governing bodies of maintained schools and further education institutions, proprietors of Academies, non-maintained special schools and special post-16 institutions.

The new Duty requires these bodies to be aware of the unique obligations and sacrifices made by the Armed Forces community and the disadvantages they experience in accessing education services. It is these disadvantages that the Covenant Duty seeks to address. To help organisations understand what this means for them, the Ministry of Defence are planning a series of webinars to explain and share the aims of the new Duty including one focussing on the providers of education on the 27 February 2023, 11am  12.15pm.  The webinar will aim to provide the relevant tools and supporting material to help you.  You can sign up to attend the webinar on eventbrite.

Booking still open for the Apprenticeship, Employment and Skills Show

The Apprenticeship, Employment and Skills Show 2023 is back on Thursday 16 March 2023. The event will take place at The International Centre, Telford 12noon-7.30pm, with the 12noon-12.30pm slot available exclusively for SEND students as a quieter time before the event gets too busy.

It’s the largest event of its kind this side of the NEC in Birmingham and aims to promote local apprenticeship opportunities to people across Telford, Shropshire and the West Midlands.  It is completely free to attend.

Apprenticeships are a great way to build the workforce of tomorrow and are now seen as a very viable alternative to university. The show is also a great opportunity for businesses to showcase careers and jobs that exist now and in the future.

Please make sure this date is in your diary and reserve a slot for your school – we very much look forward to seeing you and your students at the show in 2023.

Apprenticeships boosted under plans to broaden UCAS

This is an update from the Rt Hon Robert Halfron MP and the Rt Hon Gillian Keegan MP.

  • Thousands of apprenticeship opportunities to be advertised to young people alongside undergraduate degrees in plans to broaden UCAS/
  • Half of UCAS applicants would consider an apprenticeship, but not enough vacancies are being offered to meet growing demand/
  • Education Secretary sets out ambition to go further still, to develop a one-stop-shop to make it easier for young people to see all education and training options and apply for them/

Young people will be able to use UCAS to search and apply for apprenticeships, alongside degrees, under new plans announced by the Education Secretary and UCAS on 6 February 2023.

From this autumn, UCAS will expand their service so that young people can see more personalised options, including apprenticeships. From 2024, students will then be able to apply for apprenticeships through UCAS alongside an undergraduate degree application.

Almost half of people that register on UCAS say they would consider an apprenticeship, but currently there are not enough vacancies being advertised through the service to meet growing demand.

The plans will help put technical and vocational education on an equal footing with traditional academic routes. By opening up the service to apprenticeship opportunities, thousands more young people will benefit from a wider choice of high-quality options. Employers will also benefit from better access to talent on UCAS and the ability to manage their apprentice recruitment process.

Announcing the plans during National Apprenticeship Week, the Education Secretary Gillian Keegan pledged to go further still, and develop a one-stop-shop where young people can compare the full range of occupations, training and education opportunities available to them.


Advice for parents on visits to settings involving contact with animals

The Health Protection Hub have provided key information, which can be shared with parents through the usual channels.

Visitor attractions involving contact with animals are understandably popular with parents and children but do carry a risk from infectious diseases.

All animals naturally carry a range of micro-organisms, some of which can be transmitted to humans, where they may cause ill health. Some of these, such as E. coli O157 or Cryptosporidium (Crypto), present a serious health hazard and have the potential to cause serious illness which may be particularly severe in young children  We see many cases of Crypto each year in the Health Protection Hub, particularly among children, and it’s a miserable experience for them and their parents.

A guide has been provided, which is available to download, and contains a number of practical steps to help keep children safe and healthy when interacting with animals. There is also a section on staying safe around water.


Music Education updates

There is a new Team Leader for Telford & Wrekin Music Service:

Hello, my Name is Sam Newth, I’m a teacher, with 20 years’ experience in the music education sector. For the past ten years I’ve been Deputy Head at Shropshire Music Service. I’ve taught a range of instruments, as well as whole class (WCET) and classroom curriculum music.

In a few words, thing that drives me in this job is inclusion. Universal access to the transformative power of music.

We know from the wealth of research carried out over many years that music education improves lives. Not only does it improve ‘soft’ skills such as collaboration and communication, but it measurably improves academic attainment.

If it’s this good (and it is) shouldn’t every child have access to it, regardless of their location, financial circumstances, ability etc? That’s exactly where music services can make a difference, and where I intend to focus our energy.

There’s a lot going on in music education at the moment:

The National plan for Music, introduced a decade ago, was revised and updated in 2022, with the new requirements coming into effect over the next 18 months. NPME2 as it has become known, recognises the importance of music to young people.  It puts the focus on inclusion and identifies schools as central to the equitable delivery of quality music provision.

The plan is wide-ranging but the headlines for mainstream schools is follows:

Key features of high-quality school music provision (taken from DfE 2022 – ‘The Power of Music to Change Lives’ p19):

  • Timetabled curriculum music of at least one hour each week of the school year for key stages 1-3.
  • Access to lessons across a range of instruments, and voice.
  • A school choir and/or vocal ensemble.
  • A school ensemble/band/group.
  • Space for rehearsals and individual practice.
  • A termly school performance.
  • Opportunity to enjoy live performance at least once a year.

Supporting music in schools is a priority for us.  Below is the current list of CPD available to Telford and Wrekin Schools. Our Hub ‘The Music Partnership’ is a group of three music services. As such we can provide a great range of courses. Some of which are available free of charge.

Shropshire Athletic Association Under 11’s Cross Country Championships 2023

The 2023 Shropshire Athletic Association Under 11’s Year 5 and Year 6 Cross Country Championships is taking place Saturday 11 March 2023 at Concord College, Acton Burnell, with the first race commencing at 2.30pm.

Pedestrian Training workshops

Bookings are now being taken for Pedestrian Training workshops, for the spring and summer 2023 terms.

This is a scheme which increases children's knowledge of the Green Cross Code, and teaches them age appropriate pavement behaviour skills. The session comprises of a classroom based workshop, followed by accompanied walks in the local area. A pre and post evaluation takes places, outliers are highlighted and results fed back to the class teacher. Feedback on this scheme has been excellent, with post evaluation results consistently high.

The cost of the Key Stage 1 and Key Stage 2 sessions is £125 per class.

Applications for flagship Turing Scheme open

Thousands of young people across the UK will be able to go on international study and work placements next year, as schools, colleges and universities are encouraged to apply to the government’s world-wide scheme.

Applications for the third year of the flagship government programme, the Turing Scheme, are open with placements available across the globe starting from September 2023.

This year over 38,000 young people had a chance to develop new skills and gain international experience in over 160 destinations across continents, from Australia to Zimbabwe.

More than half of these placements are for young people from disadvantaged and underrepresented backgrounds, helping to drive social mobility in parts of the UK where historically there have been fewer opportunities to work and study abroad.

Widening access to international opportunities in education and training is an essential component of the Turing Scheme with 33,000 participants from England, over 3,300 participants from Scotland, over 1,000 participants from Wales and over 860 from Northern Ireland.

The scheme is open to young people at school, college, or university. A group of year 10 pupils from a school in Blackburn were offered the valuable opportunity to spend two weeks in Eswatini or Morocco in May 2022. Pupils from the Hyndburn Academy spent time in lessons with their counterparts as well as undertaking work in the local community, working with the charity All Out Africa to install drainage pipework at a care centre for local pre-school children.

Maths Development opportunities for Telford & Wrekin Schools

Opportunities are available for primary and secondary schools, funded by the Department for Education and the National Centre for Excellence (NCETM) in the Teaching of Mathematics, through SHaW Maths Hub.

These are as follows:

Mastering Number   

Please book by Friday 24th March 2023 to join a new September 2023 cohort for Mastering Number, which develops number sense for all pupils in Reception and KS1. Over 5,000 schools have already taken part in the programme, and are reporting pupils increasing their fluency and confidence in number sense.

School Development Lead

The School Development Lead opportunity is for colleagues leading regular Maths Development with schools, including communicating with SLT, such as supporting school-based tasks for a Work Group. Current teachers would be better placed to apply to become a Primary Specialist, as that is more thorough and classroom based, with additional funding to work with other schools in subsequent years.

Professional Development Lead

The Professional Development Lead opportunity is for colleagues leading regular Maths CPD with teachers outside their own school. Current teachers would be better placed to apply to become a Primary Specialist, as that is more thorough and classroom based, with additional funding to work with other schools in subsequent years.

General Information
new report detailing the impact of the Maths Hubs Programme in 2021/22 has been published. The comprehensive report reflects activity across all school and college phases, and celebrates a year in which over 50% of schools in England worked with their local Maths Hub. It includes case studies on schools, colleges and teachers, and statistics showing the scale of the work.

Maths Hubs are currently planning their school and professional development offer for next year. As before, hubs will be offering a wide range of fully-funded CPD opportunities to schools in all phases and teachers at all stages of their career. Whether schools are seeking targeted improvement in an area of maths or development of approaches to enhance already successful maths results, Maths Hubs can provide dedicated support.
