Director Update

Dear colleagues

A reminder that this week is the deadline for reception and Infant to Junior school applications (15 January 2022). Please could I ask that primary schools/academies and early years provides remind their parents of this important date. Further information is supplied.

There are a number of updates for you this week, including articles from SEND and Safeguarding. These include the SEND local offer annual report for 2021 as well information on the Inclusive School Forum and the ‘Speak Out Stay Safe’ campaign. The campaign is aimed at primary schools, and aims to equip children with the knowledge they need to stay safe.

The spring school census is approaching, and the information that you will need to complete this is provided, as well as links to more guidance.  We have also provided suggested HR guidance where staff are absent due to caring responsibilities as a result of COVID-19.

Also included in this issue are updates from the Skills Service, including information of interest to those who are considering apprenticeships. As usual there are CPD opportunities as well as resources for Chinese New Year at the start of February and how schools can support climate change.

COVID-19 patients in local hospitals on the rise

Local COVID-19 cases continue to be very high, with increasingly more Covid-19 patients in local hospitals – as Omicron continues to be dominant in Telford & Wrekin.

For the week ending 9 January 2022, the COVID-19 situation in the borough is:

• 3,140 new COVID-19 cases reported, 77 more compared to the previous week.
• The seven-day infection rate for Telford and Wrekin is 1,732 cases of COVID-19 per 100,000.
• For the West Midlands, the seven-day infection rate is 1,682 cases of COVID-19 per 100,000.
• For England, the seven-day infection rate is 1,584 cases of COVID-19 per 100,000.


Reminder: Decisions and notification procedure for schools/academies and settings that need to restrict attendance

Where the difficult decision is made to restrict attendance at a school then this is taken by the Head Teacher in collaboration with their Chair of Governors. During working hours it is likely that you will have initially spoken to the Health Protection Hub. Where decisions to restrict access are based on operational reasons (i.e. workforce availability), maintained schools may want to consult with the duty officer in the education team, by contacting COVID19@telford.gov.uk  however to confirm the decision lies directly with the school. We understand academies will follow their own Trust decision-making processes. Sometimes decisions will be necessary outside of working hours, where it is not possible to speak with either the health protection hub or, for maintained schools the education duty officer.

When schools (including academies) and settings make the decision to restrict attendance, in all circumstances we request that you email COVID19@telford.gov.uk to inform us of your decision.

This should include :-

  • School/setting name.
  • Reason for restricted access (i.e. 2 teaching staff and 1 TA in year 4).
  • Impact of closure (i.e. 2 x year 4 classes for example).
  • Anticipated timeframe for closure.

This information will help us deal with any enquiries that come through to the Local Authority and help our intelligence about the extent of restricted access across Telford and Wrekin educational settings. We thank you in anticipation of your support.


Absence due to caring responsibilities due to COVID-19

Where staff are unable to attend school because their care arrangements have broken down as a result of Covid or their child or a vulnerable member of their household has to self-isolate out advice is as follows:

  • Discuss with them other options for care – this may be sharing this with the other parent/partner, someone from their own household.
  • Consider and discuss with them whether working from home would be appropriate for this period – even if this is undertaking alternative duties.
  • Consider whether adapting working patterns for a short period would help, particulary if they can share this responsibility or look at whether they can undertake some work outside of normal working hours to make up this time.

Where all other options have been exhausted then we would advise that they are given paid time off under special leave arrangements.

For those of you who use the MyView system this should be recorded as Paid Leave, COVID-19—Childcare/Dependent Self-isolating or Paid Special Leave where this is not the result of isolation.

These absences should not count towards any absence management triggers.

Clarification on the use of face coverings in examinations and assessments

This is an update from the Department for Education

Following the temporary reintroduction of face coverings in classrooms, the public health guidance to support exams was updated on Sunday 2 January. This guidance sets out that we would not ordinarily expect candidates and invigilators to wear face coverings during exams and assessments, but only on arrival and departure. Both candidates and invigilators may wear face coverings if they wish to do so.

We recommend centres also follow this guidance for mock exams and other assessments taking place under exam conditions or as close to exam conditions as possible, including those taking place to gather evidence for Teacher Assessed Grades under the guidance published by Ofqual on Thursday 11 November. This includes circumstances where these assessments take place in classrooms.

For vocational and technical qualifications where the exam or assessment may require more interaction with an invigilator or others, such as a practical demonstration, centres have the flexibility to recommend that face coverings be worn if they deem this appropriate.

The infection prevention measures detailed in the public health guidance to support exams help to ensure a safe environment for students and staff. These measures continue to apply and should be adhered to.


Temporary suspension of confirmatory PCR tests in education and childcare settings

This is an update from the Department for Education

Confirmatory PCR testing following a positive result on a lateral flow device (LFD) will be temporarily suspended from Tuesday 11 January 2022. This means that for all education and childcare settings, staff and students who have tested (either at home or through ATS) and reported a positive LFD result will no longer be advised to get a confirmatory PCR test.

This change is informed by public health advice. With high COVID-19 rates, the risk of a positive LFD result being false is very small. We therefore don’t need to ask people to do a confirmatory PCR unless they:

  • have symptoms (in which case they need to follow the stay at home guidance, self-isolate and order a PCR test)
  • wish to claim the Test and Trace Support Payment
  • have been advised to take a PCR test because they are in a clinically vulnerable group
  • have been advised to do so as part of a research or surveillance programme

Education and childcare settings are not expected to trace contacts of a positive case as this will remain the responsibility of NHS Test and Trace. From today, Tuesday 11 January, contact tracing is triggered once a positive LFD test is reported.

Students should be strongly encouraged to test twice weekly at home and to report all results to NHS Test and Trace and to their setting. Anyone with a positive LFD test result should self-isolate and follow self-isolation guidance.

Reporting test results for schools and colleges

This is an update from the Department for Education

Reporting test results every time pupils, students and staff take an LFD test means the NHS always gets the latest, most accurate information. This helps them to keep track of where the virus is spreading, provide support where it is needed and protect local communities across the country.

Please remind your pupils, students and staff of the importance of reporting all tests results (positive, negative and void) to NHS Test and Trace and their setting. Schools and colleges can access a new template form for pupils, students and staff to report test results. Primary schools can access a new template form for staff to report their results. Tests should also be reported online through the report a COVID-19 rapid lateral flow test result page which should only take a couple of minutes.

It is important to continue with twice weekly LFD testing and reporting. You can access the updated testing toolkit for examples of good practice and for steps you can implement to increase testing and reporting rates in your setting.


Reminder: Deadline for reception and Infant to Junior school applications closes this week - 15 January 2022

Children born 1 September 2017 – 31 August 2018 must apply for a school place  by 15 January 2022. Children currently in an infant school must also apply for a junior school place by the same deadline. (All children with an existing EHC plan should have applied by 31 October 2022 and do not need to apply again.)

Reminder: Post 16 Preference Forms for Year 11 Students with an EHCP

All secondary schools are reminded to encourage their students in year 11 who have an EHCP to return their Post 16 Preference Forms. All preference forms will need to be returned by Monday 31 January 2021.

Inclusive School Forum

The Inclusive School Forum is a school led forum within Telford & Wrekin that provides support and challenges to mainstream schools regarding the provision and practice they deliver for children with Special Educational Needs and Disability (SEND).

Papers are due in on the Thursday before each panel.

Reminders & Top Tips

  • ISF funding is not only for 1 year – following reviews the funding can continue.
  • When requesting funding for the 3rd year – please submit professional reports. (e.g. EP/LSAT Updates).
  • Please submit a costed provision map with your ISF application – the panel cannot make a decision on the day without one (the ISPP is a different document and is to be completed after the funding is agreed)
  • If funding is agreed, it will not be released until an ISPP is completed and emailed into the ISF inbox. The ISPP template is emailed out along with the decision letter as a prompt.
  • When submitting an application for ISF please be aware that time slots are not given out until the Friday before the panel. 
  • There are currently 3 time slots 9.15am, 10.15am and 11.15am. Cases are heard in quads so there are 4 schools per time slot and they are grouped together in a specific way.
  • You cannot request specific time slots, so if you are submitting an application to ISF, please bear in mind that you need to keep the whole morning of the panel free because you will be allocated any one of the 3 time slots above.
  • One case, per school, per panel.
  • All ISF applications, ISPPs and queries need to be emailed to the ISF inbox at inclusiveschoolforum@telford.gov.uk
  • For the purpose of the school census, pupils who are in receipt of ISF and EYIP funding should be recorded as receiving high needs top up funding but logged as SEN Support (K).

SEND Newsflash - Funded Air Cleaning Units

Information from the Department for Education

The Department for Education (DfE) has funded 1,000 air cleaning units for SEND and Alternative Provision (AP) settings, including SEND units in mainstream settings. These are for poorly ventilated teaching spaces and staff rooms where quick fixes to improve ventilation are not possible.  

On 2 January 2022, an additional 7,000 units were announced for poorly ventilated teaching spaces in state-funded state funded schools (primary and secondary), FE colleges and early years settings.  

SEND settings that were not successful or did not apply in the first round in November are eligible to apply in this round.  

Settings can apply for funded units via the online form, with applications open until 9am on 17 January 2022

For those settings that are not eligible for funded units, the online marketplace provides a route to purchasing air cleaning units directly from suppliers at a suitable specification and competitive price.

Keeping children safe in education - schools and colleges - proposed revisions 2022

The Department for Education are seeking views on proposed changes to the statutory guidance ‘Keeping children safe in education’ 2021, with a view to making changes for September 2022.

The purpose of the consultation is to seek views about proposed changes to Keeping children safe in education (KCSIE) statutory guidance. KCSIE sets out those legal duties that schools and colleges must comply with, together with what schools and colleges should do to keep children safe.

Some of the key consultation points and proposals include:

  • Standalone sexual harassment guidance to be withdrawn and instead incorporated into KCSiE. Terminology child-on-child abuse rather than peer on peer. Emphasis on risk for LGBT young people.
  • New information on domestic abuse and that children need to feel ready to talk about their experiences.
  • Increased safeguarding training for governors/proprietors at induction.
  • Human Rights Act 1998 (HRA), the Equality Act 2010 and the Public Sector Equality Duty to be explicitly linked to safeguarding.
  • Greater emphasis on the importance that governors and proprietors effectively support the DSL role. DSL job description to be more cross-referenced and more links drawn from the body of the document.
  • Clarity a CV only to be accepted alongside a full application form. CVs on their own will not contain all the information required to support safer recruitment. Online searches (including publicly available social media searches) to form part of recruitment process.
  • Learning from all allegation investigations are to be incorporated by schools and colleges, and consideration of substantiated low-level concerns will contribute to employment references.

Aquarius Life – Telford Stars: Training Offer 2022

Training available from Aquarius Life – Telford Stars Offer 2022. Aquarius is part of Recovery Focus, a new group of charities being built to inspire individual recovery.

Roadmap to recovery – practitioner skills for supporting change

1.         Introducing the transtheoretical model.
2.         Exploring each stage of the cycle of change.
3.         Starting a brief intervention conversation.
4.         Motivational interviewing skills.
5.         Delivering a brief intervention.

This workshop will provide attendees with the skills to support a person to change problem alcohol, drug or gambling behaviours.

Resilience – practitioner coping skills for wellbeing

1.         Understanding why we stress and how it impacts us.
2.         The role of observation and curiosity – sensations, perceptions, feelings, thoughts, behaviours.
3.         Exploring whether we can harness the stress response and utilise it in a meaningful way – mindset change.
4.         Getting started with change.
5.         The habit cycle – breaking bad habits and creating good ones.
6.         The cycle of change – making change.

This workshop will provide attendees with an understanding of their stress response and how to deploy coping skills during difficult times.

Hidden Harm – working with substance misusing parents

  1.        To introduce key information about the impact of substance misuse on children and families.
  2.        To provide the skills to identify risk and assess the impact of harm.
  3.        To provide practical skills to effectively support families affected by substance misuse.

This workshop will provide attendees with the risk management and intervention skills to support children affected by parental substance misuse.

Working with challenging behaviours

1.         To understand what is challenging behaviour and what behaviour participants find challenging.
2.         To understand what can lead to challenging behaviour from a client and how a worker might contribute to this.
3.         To understand the rage cycle and potential staff responses to this.
4.         To know the early warning signs and triggers for aggression or violence.
5.         To understand how to de-escalate incidents of aggression.
6.         To know how to devise a risk management plan for potentially aggressive or violent clients.
7.         To understand how to debrief a staff member and a client after an incident.

This workshop will provide attendees with the skills to manage challenging behaviour by deploying risk management and de-escalation strategies.

Working with inter-parental conflict

1.         Knowing the evidence base of the impact of inter parental conflict on children.
2.         Understanding the contributory factors to inter parental conflict.
3.         How to assess the level of inter parental conflict and how to measure progress.
4.         To practice devising a multi-agency risk management plan addressing parental conflict.
5.         Knowing a range of interventions for adults to reduce parental conflict.
6.         Knowing a range of interventions for children to reduce the harm caused by inter parental conflict.
7.         To practice how to manage conflict between parents at appointments.

This workshop will provide attendees with the skills to reduce the harm inter-parental conflict causes to children.

Chinese New Year

Recent events have highlighted the ever-increasing need for pupils to learn about our shared world history as well as have an understanding of the cultures and beliefs of the people living in our community today. Chinese New Year is celebrated on the 1st February 2022 and coincides with the Beijing Winter Olympics, which begins on the 4 February 2022.

Many pupils and staff have expressed a desire to learn more about other countries and events in history that have an impact on our world today. Chinese New Year is celebrated around the world and the teacher's resource pack has been created out of a desire for pupils to learn more about East Asian culture and history. This cross-curricular topic not only covers many elements in History but addresses many fundamental SMSC and PHSE aspects of the curriculum as a whole.

The Multicultural Development Team (MDT) are working with the Chinese Arts and Culture Centre in Telford to deliver free resources, workshops, online Mandarin lessons and provide support, for Primary and Secondary schools, to celebrate Chinese New Year and Chinese Culture in schools.

The MDT team are working with the Chinese Arts and Culture Centre to deliver free after school training in a webinar, specifically for Primary and Secondary schools, to help to celebrate Chinese New Year and embed Chinese culture within the school curriculum.

11 January 2022 at 3.30pm-4.30pm.

The webinars will focus on providing staff with the knowledge and resources to plan, deliver and support pupil’s knowledge and engage in a range of discussions around Chinese Culture, key questions that may arise from recent events relating to China and provide a greater knowledge of the diverse cultures in Telford and Wrekin.

MDT team are also working with the Chinese Arts and Culture Centre to deliver free workshops and support packs to all schools. Workshops are Covid-19 secure with risk assessments checked prior to staff and pupil delivery. Appropriate protocols are in place but schools will need to agree to provide a visitor risk assessment prior to MDT and Chinese Arts and Culture Centre staff attendance when booking a workshop.

MDT support for individual schools to plan and develop staff knowledge is available upon request. The resource pack can be accessed, along with workshops and support, immediately after the webinar and up until the 14th January. Workshops are on a first come, first served basis. A flavour of what is contained within the workshops for pupils can be found within a short video clip.

Climate Action- Schools vs climate change

Young people and their families complete "green" activities to reduce their carbon footprint, whilst scoring goals for their school to compete to be the greenest school in the UK. Pupils can also choose to represent their favourite football club at the same time. The Planet Super League platform makes sustainability accessible and fun for everyone, educating them on their journey towards a more carbon-efficient lifestyle. Our last competition took place in the lead up to COP26 and culminated in Cambridge United fans being the greenest in the country by saving over 30 tons of CO2e.

The competition is run using the Planet Super League website, where there are over 100 activities to choose from that either directly reduce your carbon footprint or educate about the world we are working to save. The competition launches on Monday 10th January for 6 weeks and is completely free to access. Schools can also access further free resources such as assembly content, classroom packs, letters and support from their local football club.
