Dear colleagues,

Following recent government announcements, information has been provided on how this will impact upon education settings. Many of you are currently experiencing high numbers of COVID-19 cases and the Health Protection Hub has refreshed guidance on the use of face coverings in schools, in line with our local context.

There are a number of other articles including a great news story on a Q&A between Ladygrove Primary Pupils and Cllr Shaun Davies, and information on how to get involved with the Telford Community Pride Awards. The term dates for the academic year 2023-24 have been confirmed and there has been an update to the guidance for the spring school census.

Next week marks Holocaust Memorial Day.  We have provided links to some resources, and information on how to join in with the ‘Light the Darkness’ ceremony.

Decreasing but still high COVID-19 case numbers in Telford & Wrekin

Local Covid-19 cases are on a decreasing trend but continue to be high, with Telford and Wrekin recording the highest infection rate in West Midlands. For the week ending 16 January, the Covid-19 situation in the borough is:

• 2,504 new Covid-19 cases reported, 643 less compared to the previous week

• The seven-day infection rate for Telford and Wrekin is 1,381 cases of Covid-19 per 100,000

• For the West Midlands, the seven-day infection rate is 1,076 cases of Covid-19 per 100,000

• For England, the seven-day infection rate is 967 cases of Covid-19 per 100,000


Changes to self-isolation rules

On Thursday 13 January 2022 the Health Secretary announced changes to isolation rules for people who have tested positive for COVID-19. In order that people who have had and recovered from the virus can get back to their normal lives as soon as possible, isolation time has been cut to 5 full days (from the date of their first positive test) for anyone who has recorded two consecutive daily negative lateral flow tests.

This will help to reduce the disruption the virus causes in schools for both pupils and staff.

But what will this mean in practice for children, families, schools and other education settings? Here we answer your questions.

My child has tested positive for COVID-19 – how long do they have to stay away from school/college for?

All people – including pupils parents and teachers – have to isolate for a minimum of five full days after the day of a positive test before then going back to school if they have tested negative twice.

The first full day of isolation is considered to be the day following the positive test. Following the fifth full day of isolation – on the sixth day – it will be possible for people who have received two negative LFD tests on consecutive days to go back to school.

People who have tested positive can now take two LFD tests on day 5 and day 6, and if both are negative and they do not have a temperature, they can end their self-isolation on day 6 and return to their education setting immediately.

If either test is positive, they should continue to self-isolate until they get negative results from two LFD tests on consecutive days or until they have completed 10 full days of self-isolation, whichever is earliest

In practice it means that if a child or teacher tests positive on a Saturday that would be considered day 0. They could then take tests on the morning of Thursday (day 5) and Friday (day 6). If they tested negative on both days and did not have a temperature they would be then able to return to school on the Friday.

What about if someone else in the house has tested positive? Can my child go to school/college?

Yes – and they should. They should continue going to school but test daily. If they test positive they should isolate.

What are the rules for teachers and school staff?

They’re exactly the same. If a teacher or member of school staff tests positive they should isolate for at least 5 full days. If they have 2 consecutive daily negative lateral flow tests at that point and no temperature they can and should return to work on day 6. If someone in a teacher’s household has tested positive the teacher should test daily and as long as they are negative they should continue to go to work. If they test positive they should isolate.

What are the rules for early years settings like nurseries and childminders?

They’re the same. If a child or a member of staff tests positive they should isolate for a minimum of 5 full days. If by that point they have recorded two consecutive daily negative lateral flow tests and no temperature they can return to their setting on day 6.


Health Protection Hub advice on face coverings in schools

National guidance on face coverings in schools has changed – the relevant information from the Schools COVID-19 Operational Guidance is below:

Face coverings 

"From 20 January 2022, face coverings are no longer advised for pupils, staff and visitors in classrooms. From 27 January, face coverings are no longer advised for pupils, staff and visitors in communal areas.

From 27 2022 January, staff and pupils should follow wider advice on face coverings outside of school, including on transport to and from school.

In circumstances where face coverings are recommended a director of public health might advise you that face coverings should temporarily be worn in communal areas or classrooms (by pupils, staff and visitors, unless exempt). You should make sure your contingency plans cover this possibility. (See the stepping measures up and down section).”

Given our high case rates in school-age children, locally we are recommending the following:

EYS & Primary Schools

  • To aid business continuity and help to keep schools fully-operational, we would recommend that staff continue to wear face coverings where possible in communal areas.

Secondary Schools

  • To aid business continuity and help to keep schools fully-operational, we would recommend that staff continue to wear face coverings where possible in communal areas.
  • Generally we are recommending that you follow national guidance and do not require students to wear face coverings, except:
  • for Years 7-9 where 10% of a class has tested positive over the past 10 days and the threshold has been met from the Contingency Framework for stepped-up measures.  In this case we would recommend that students wear face coverings for a 14 day period on school transport and in communal areas.
  • for Years 10 upwards, reflecting the difficulty in tracking case rates in groups with high degrees of mixing, where 10% of a year has tested positive over the past 10 days and the threshold has been met from the Contingency Framework for stepped-up measures.  In this case we would recommend that students wear face coverings for a 14 day period on school transport and in communal areas.

Decisions and notification procedure for schools/academies and settings that need to restrict attendance due to COVID-19

Where the difficult decision is made to restrict attendance at a school then this is taken by the Head Teacher in collaboration with their Chair of Governors. During working hours it is likely that you will have initially spoken to the Health Protection Hub. Where decisions to restrict access are based on operational reasons (i.e. workforce availability), maintained schools may want to consult with the duty officer in the education team, by contacting COVID19@telford.gov.uk  however - to confirm - the decision lies directly with the school. We understand Early Years Providers, academies and FE colleges will follow their own Trust decision-making processes. Sometimes decisions will be necessary outside of working hours, where it is not possible to speak with either the health protection hub or, for maintained schools the education duty officer.

When schools (including academies) and settings make the decision to restrict attendance, in all circumstances we request that you email COVID19@telford.gov.uk to inform us of your decision.

This should include :-

  • School/setting name.
  • Reason for restricted access (i.e. 2 teaching staff and 1 TA in year 4).
  • Impact of closure (i.e. 2 x year 4 classes for example).
  • Anticipated timeframe for closure.

This information will help Telford & Wrekin to deal with any enquiries that come through to the Local Authority and help build intelligence about the extent of restricted access across educational settings in the borough.  


Leaflets with fake information regarding COVID-19 vaccination being distributed

Telford & Wrekin have been made aware that leaflets with fake information regarding COVID-19 vaccination have been recently delivered to households in Ketley. Please include the following message from our council in any communication/newsletter you are sending to parents/carers this week.

"Message from Telford & Wrekin Council

The Council has been made aware that a number of leaflets containing fake information regarding Covid-19 vaccination has been recently delivered to households in Ketley.

Households in other areas of the borough might have received these leaflets as well or they might get them in the near future.

We would like to remind everyone to please check all information regarding Covid-19 vaccination from the trusted NHS sources – such as Shropshire, Telford & Wrekin vaccination programme website, NHS website or any printed communication that comes from NHS partners (e.g. GPs, pharmacies, hospitals).

Should your child be eligible for a COVID-19 vaccination, you will receive detailed information on this from the Shropshire, Telford and Wrekin NHS vaccination team via your school.

Please feel free to share our message in the community so that everyone is aware to always check trusted sources - the NHS communication, in this instance.

An update for all education and childcare settings following the Prime Minister’s announcement of the end of Plan B                

This is an update from the Department for Education         

Guidance for education settings following the announcement by the Prime Minister, that all Plan B measures will be removed in England with a full return to Plan A by Thursday 27 January 2022.

In education and childcare settings, this means:

From tomorrow, Thursday 20 January 2022, face coverings are no longer recommended in classrooms and teaching spaces for staff, and pupils and students in year 7 and above. They were introduced in classrooms at the start of the spring term as a temporary measure.

From Thursday 27 January 2022, face coverings are no longer recommended in communal areas for staff, and pupils and students in year 7 and above.

This decision comes in response to national infection data showing the prevalence of COVID-19 to be on a downward trajectory. Whilst there are some groups where cases are likely to continue rising, it is likely that the Omicron wave has now peaked nationally. There remains significant pressure on the NHS but hospital admissions have stabilised, and the number of patients in Intensive Care Units (ICU) remain low and are falling.

This means it is right we remove the most stringent restrictions around wearing face coverings from education, but the virus is still with us, and continuing with proportionate protective measures remains vital to protect education.

Local directors of public health are able to recommend the use of face coverings in communal areas, across their area only, where DfE and public health experts judge the measure to be proportionate due to specific health concerns. This is a temporary measure. Directors of public health will continue to advise individual settings experiencing outbreaks. Any local introduction of face coverings will be subject to routine review and removed at the earliest opportunity.

Ofsted’s deferral policy has provided reassurance to schools, colleges and early years settings that have been significantly impacted by staff absence in recent weeks. That policy remains in place and Ofsted will continue to remind providers about it for the remainder of this half-term.

At the start of this term, Ofsted temporarily halted the use of part time inspectors who are also front-line leaders. They will now invite those who are able to inspect again to do so from Monday 31 January. As has always been the case, it will be for leaders to decide whether to offer their services to Ofsted.

From Thursday 27 January 2022, venues and events will no longer be required by law to use the NHS COVID Pass. The pass can be used on a voluntary basis as was previously the case in Plan A.

The government is no longer asking people to work from home. Staff should speak to their employers about arrangements for returning to the office, and should follow the working safely during COVID-19 guidance.

We have updated the guidance for schools, further education settings, special schools and out-of-school settings to reflect these changes                            


COVID-19 Schools Infection Survey (SIS2) taking place during the current academic year

This is an update from the Department for Education     

Primary and secondary schools will continue to be invited to take part in the COVID-19 Schools Infection Survey, your ongoing participation is hugely valuable to us. This important study is vital to understand more about the impact of COVID-19 amongst children and young people.

ONS are asking selected schools to take part in a programme of in-school repeat antibody testing, to find out if pupils have antibodies against COVID-19. In addition, all parents and secondary school pupils will be invited to complete online questionnaires which will collect information about the longer-term impact of COVID-19 on children and young people’s health. Schools have been specifically chosen to be part of the study to provide data that can be compared to the schools in your region, and England as a whole.

Schools can get involved in the Telford Community Pride Awards 2022

Telford Community Pride Awards are returning this year, to recognise and celebrate all those who make a difference, giving Telford & Wrekin a sense of pride. Did you know there are a couple of awards to specifically recognise school achievement?

Best School Green Project – do you have a fabulous conservation project that needs recognising for the success it’s achieved in protecting or conserving the environment?  Projects can be any size large or small why not nominate it for this Telford Community Pride Award. Nominations are welcome from all primary, junior and secondary schools.

Outstanding Educational Achievement – this award is for individuals aged 16 or over who have shown and can demonstrate outstanding educational success and progress developing their skills and or learning in the past year. Why not nominate this special individual for this Telford Community Pride Award, they can be a past or current student.

Children Q+A’s with Council Leader

Last week Councillor Shaun Davies, Leader of Telford & Wrekin Council returned to Ladygrove Primary School & Nursery (his first school!) to host a school assembly with children and teachers.

The virtual assembly, which took place on Microsoft Teams, was presented to key stage 2 children and also to year 6 children, who provided a grilling interview after the assembly.

Shaun commented: “It was great to return to Ladygrove to meet some of our younger generation and to help the children to understand the role of their local council.

“Not surprisingly I was asked lots of interesting questions in return like "how do you become a councillor and how to get things done in Telford and Wrekin".  These questions are really important to help our young people understand more about the real-life behind our council services and things they might hear or see on the news. You never know I may have been asked a question by a future council leader!”

Pre-exclusion Hotline 07816 372459

The pre-exclusion hotline is working well. It has best been used by schools that are considering an exclusion.

A member of the BSAT team has been able to offer immediate intervention by discussing the exclusion in more detail, and offering a preventative solution. This support is available for both the individual child and their school.

One example of this was a school who telephoned the pre-exclusion hotline requesting support.

Contact was requested because a child had got into trouble swearing and telling staff that they were going to kill them. The issue was that this individual had previously been on a fixed term exclusion. The school had noticed that the child had complex needs and had previously utilised alternative provision.

The school felt that the information provided to them by a colleague did not evidence the complex needs and support that was previously provided to the child. As Local Authority (LA) officers, the Behaviour Support Development and Advisory Team (BSATs) were able to check the protocol system to see the extensive support that had previously been provided to the child and they were able to discuss this in more detail with the school. 

A visit was planned which allowed the BSAT team to support the child and discuss the reasons for their behaviour using a restorative approach. An offer of a restorative justice session with the child and the teacher involved enabled the exclusion to be prevented. Following this, the school purchased further support sessions from BSAT. 

In this instance, the ongoing support has allowed the BSATteam to check in weekly with the child, who has remained in the school and is now doing well. This demonstrates that with the right support at the right time can prevent exclusions.

Upcoming dental survey of 5-year-old children in Telford & Wrekin

During the Spring Term of 2022, a random selection of Telford Primary Schools will be contacted to participate in this year’s 5-year-old dental survey.

Background/Information

  • Telford & Wrekin Co-operative Council has a statutory duty to commission dental surveys of school children.
  • The aim of the survey is to provide information on the oral health of children which will help to focus actions to improve oral health, reduce health inequalities and improve the provision of dental treatment services.
  • This year it is more important than ever that schools and children selected to participate in the survey do so to help us start to understand the impact of the COVID-19 pandemic on children’s dental health, and to take action to reduce oral health inequalities.
  • Participation in this survey will help towards your fulfilment of the recently updated Early Years Framework which outlines that schools “must promote good health, including the oral health, of children attending the setting”.
  • Having a healthy mouth is important to overall health and wellbeing. Children who have toothache or who need treatment may have pain, infections, difficulties with eating, sleeping and socialising2. Oral health is therefore an important aspect of a child’s overall health status and of their school readiness.
  • Dental extractions remain the most common procedure for general anaesthetic amongst children aged 6-10 years.

Support from schools

The programme is delivered by Shropshire Community Health NHS Trust’s dental team. They appreciate that the school day is busy and assure you that the service will do everything possible to minimise any disruption. During their visit, the dental team will ensure that they follow up to date infection prevention and control guidance relating to COVID-19.

The survey involves a dental check of selected reception and year 1 children.  Delivery has been most successful in areas where schools have been supported and we would be grateful for your cooperation as we undertake the survey over the coming months. This will include:

  • Nominating a staff member, as a single point of contact (SPoC) for the dental team.
  • Informing and engaging parents in the process (videos and a newsletter article can be provided).
  • Sharing the information about the survey and obtaining consent to take part (this might be an electroic version) with parents or those with parental responsibility of children invited to take part.
  • Supporting the logistics of undertaking the dental checks.

Next steps

The survey cycle is planned to begin in the spring term of 2022 and conclude in the summer term. Headteachers of sampled schools will receive a letter about the survey from Shropshire Community Dental Service in due course.


Spring 2022 school census update 

There has been an update to the school census guidance, where there are unusual absences.

Where COVID-19 related absences occur and ‘free school meals taken’ or ‘school lunches taken’ are affected, a day and time when the situation is regarded as normal is to be substituted. This includes pupils who are absent due to COVID-19 related staff shortages.

Schools can use the next normal day, an earlier day in census week or another day that reflects the normal situation. Where other days or times are used, schools must record these for audit purposes.

However, there are some scenarios which do not qualify as an unusual circumstance and therefore pupils must be recorded as not having taken a school lunch:

  • if the school kitchen is closed and the school have not offered any alternative provision
  • pupils who have changed their preference to bring a packed lunch
  • pupils are absent for other reasons not connected to COVID-19.

Enquiries usually begin during the Spring term from staff who work in educational settings regarding future term dates and holidays. I am pleased to be able to share these with you at this early opportunity for the academic year 2023-24.  

There is one LA suggested PD day:

  • Monday 22 July 2024.

Learning outdoors has many educational and health benefits in normal times. In addition, during the pandemic:

  • The risk of infection is reduced outdoors;
  • ‘Social distancing’ is often easier to maintain outside;
  • Being outdoors in natural settings has a positive impact on mental health and well-being

Outdoor Education also makes a key contribution at this time with rebuilding relationships, engaging and inspiring learners, giving children and young people space to adjust and in minimising disadvantage.

Arthog Outreach Activities:

At the heart of all the Arthog Outreach provision is the individual. The team will work with you to plan each day, course or program to fit with your desired outcomes, and the planning process can help discover what these outcomes might be. The team are highly qualified and experienced, and they are experts at adapting plans and activities to meet particular requirements, taking into account the weather and individual’s needs.

The following are a sample of the activities on offer:

Team building and Problem solving: Activities to challenge and develop teams and individuals using purpose built equipment including a low ropes course. Many of these activities can be run at your site. 
Climbing: Outside on real rock in the scenic surroundings of Shropshire. Climbing offers an exhilarating and rewarding challenge, actively involving all participants, where self-confidence, co-operation, trust and teamwork develop. There is also a mobile climbing tower which can travel to your site.
Climbing wall: A recently extended indoor wall for all weather climbing plus courses and clubs offering NICAS and GCSE qualifications.
Canoeing & Kayaking: Venues to suit all abilities and weathers from an on-site swimming pool, to local lakes and pools, local canals and the River Severn. Opportunities to work together and to independently gain skills.
Caving: A unique experience exploring the tunnels and chambers, formed by man and nature, at Llanymynech cave or visiting the mining ‘ghost town’ at Snailbeech, once one of the biggest Lead mines in the world. Provides the opportunity to learn geological and human history and experience a rewarding challenge.
Hill Walking: Students discover the beauty of our local landscape by journeying in the Shropshire hills. This gives opportunities to learn about the formation of the landscape, develop map work skills, raise awareness of the environment, and discover the fascinating human history of the area as well as discovering local fauna, flora and habitat.
Bush Craft: Introduces students to basic skills which allow them to identify, look after, and use natural materials available in local habitats. Students build their confidence and gain a greater appreciation and understanding of the outdoor environment.
Orienteering: Use the purpose built course to develop map skills and fitness, working independently or in small teams. There are also a variety of other sites already mapped or new sites can be developed.
Biking: This can be on local trails, providing varied levels of challenge and can also be used to access other activities, lessening carbon footprint.
Archery: For all ages inside the sports hall, or outside if weather allows. This can also be brought to your site.
Introduction to the outdoors: This approach is very child centred with an emphasis on learning by discovery. Groups of younger students gain confidence in the outdoors, studying mini beasts or other projects, making stories come alive.

SACRE conference 2022 – advance notice for diaries

The Spring Term Standing Advisory Council for ReligiouS Education (SACRE) Conference is currently being planned and will be held on the morning of Wednesday 23 March 2022 via Microsoft Teams.

On this occasion the conference will be for pupils from Upper Key Stage 2 to Key Stage 5 and will give pupils an insight into the science of climate change and how faith can play a part in understanding how we respond to the challenges of climate change.

At the end of morning pupils will have an understanding of:

  • what science says about climate change in the light of COP 26
  • how different faiths describe the moral imperative to act to meet the challenges posed   
  • the difference between needs and wants
  • what actions pupils can take.

Holocaust Memorial Day – 27 January 2022

Holocaust Memorial Day is the day for everyone to remember the millions of people murdered in the Holocaust, under Nazi Persecution, and in the genocides which followed in Cambodia, Rwanda, Bosnia, and Darfur.

The Holocaust Memorial trust has a wealth of information available including life stories and resources that can be accessed. These include worksheets for secondary pupils, a lesson plan aimed at 9-11 year olds and instructions for a group art activity.

The UK Ceremony for Holocaust Memorial Day 2022 will be streamed online on Thursday 27 January 2022. Register to watch the Ceremony online.

The Ceremony will run from 7–8pm.

At 8pm, get ready to Light the Darkness. Households across the UK will be lighting candles and putting them in their windows to:

  • remember those who were murdered for who they were
  • stand against prejudice and hatred today

Light a candle and put it in your window at 8pm on 27 January 2022 (if you are able to do so safely).
