What is the Sight Register?

Following the implementation of the Care Act 2014 (which supersedes the Chronically Sick and Disabled Persons Act 1970) Telford & Wrekin Council must keep a record of people who are sight impaired and severely sight impaired. This is called the Sight Register.

If you were registered before the Care Act 2014 was implemented you will not need to re-register.

The register helps Telford & Wrekin Council plan and provide services for visually impaired residents.


How do I get registered?

Your sight loss needs to be confirmed by a valid Certificate of Vision Impairment (CVI – previously known as a BD8 form) this is completed by your Consultant Ophthalmologist and a copy is forwarded to the Local Authority.


What happens when the Local Authority receives the CVI?

When Telford & Wrekin Council receives your certificate (CVI) you will be contacted by a Rehabilitation Officer for Vision Impairment within 2 weeks, to discuss if you wish to be added to the register and how your sight problem affects your independence. You will be offered specialist advice, information and support with:

  • getting about safely indoors and outdoors
  • daily living skills such as cooking, cleaning and looking after yourself
  • communication skills
  • leisure activities.

If you choose to be registered, you will be given a registration card which will remain valid until death.


Why would I want to be registered?

Registration is often a positive step towards getting the support you may need to stay as independent as possible and improve your wellbeing.

What if I do not have a CVI or do not want to be registered?

If you have a bilateral sight loss (that is not corrected by the use of glasses) and are struggling with aspects of daily living you can receive support to help you maintain your independence and wellbeing, even if you do not have a CVI or do not wish to be registered.
