Dear colleagues
Last week saw the celebration of Eid al Fitr. As part of this children all through the borough learned about the festival, and I think you will agree that the children pictured look great in the hats they made, as part of the activities on offer at Moorfield Primary school.
Next week is Mental Health Awareness week, so we have linked to resources for you. The last few years have pushed the importance of mental health to the forefront more than ever before, so this event is worth marking.
The annual Walk to School week is approaching, so information has been provided to give you all chance to get as many children and young people involved as possible!
Other articles include updates from the DfE, the SEND team, skills service and attendance support. For schools please check out the information on next steps regarding the school improvement model.
There are a number of CPD opportunities this week so, as always, do take a look to see if anything catches your eye. Amongst these are details of the annual Virtual School conference, which looks set to be a fantastic event!

Eid al Fitr celebrated across Telford & Wrekin schools
Last week pupils across the borough learnt about Eid al Fitr. Also known as the ‘festival of breaking fast’ Eid al-Fitr is a celebration for having a successful month of fasting, praying and refraining from negative actions, thoughts and words. This is celebrated all over the world.
At Moorfield Primary school pupils enjoyed a variety of fun activities. Key stage 2 children had an assembly giving them lots of information about the festival, whilst children in reception made cards and hats.
Walk to School Week: 16-20 May 2022
Thousands of children across the UK will take to their feet for Walk to School Week (16 – 20 May 2022).
Walk to School Week takes place during Living Streets’ National Walking Month each May, with this year’s campaign focussing on the incredible benefits of walking for individuals.
The campaign aims to encourage all parents, children and young people to make walking to school part of their daily routine. Their vision is that every child who can walk to school does so.
Over the past two decades, the number of children who walk to school nationally has dropped significantly with less than half of us walking and an enormous 43% being driven to school in cars – despite the fact that the majority of primary school pupils live within a 20 minute walk of their school.
This year’s challenge, #PowerUp, will engage pupils on how being active helps improve their health, happiness and local environment.

COVID-19 workforce fund claim form opening this week
Eligible schools and colleges will be able to submit a claim for the cost of absences, over a threshold experienced between Monday 22 November 2021 and Friday 8 April 2022.
Our guidance for schools and colleges will be updated with a link to the form once it is live.
Secretary of State letter to schools and local authorities about supporting Ukrainian children in English schools
A letter has been written, to schools and local authorities, on offering a full curriculum, support and Ukrainian learning materials to children arriving from Ukraine.
The letter is available on the GOV.UK website.
School Improvement arrangements: Telford & Wrekin maintained schools – Next steps
As many colleagues will already be aware, Michelle Parker, Quality Assurance Specialist will be leaving her post at the end of the academic year. Michelle has made a huge contribution to the School Performance Team over the last few years, and previously to that as an Attached Adviser to many of our schools. This event, coupled with changes to the way statutory funding is devolved to support this function, has offered Telford & Wrekin an opportunity to work with schools to reform the way the Local Authority (LA) fulfils statutory functions going forward.
Thanks are given to colleagues who responded to the consultation before the Easter break. There were 10 responses received, with some positive suggestions about how the LA can fulfil this role in the future. For those colleagues who would still like the opportunity to respond, the consultation link is still live, and feedback is still welcome.
As a reminder the LA statutory duties currently remain and are summarised as follows :
- monitor performance of maintained schools including governance,
- broker SI provision,
- intervene in maintained schools as appropriate.
These statutory duties are set out in Part 4 of the Education and Inspections Act 2006 with additional SI expectations set out in the Schools Causing Concern (SCC) guidance.
In order to continue the discussion about how the Local Authority will fulfil its role in the future we would like to set up a working group to develop the model further. Study leave – authorised absence from school: May 2022
Secondary settings will now be considering study leave for year 11 pupils to prepare for their exams. Please note that study leave is recorded as an authorised absence and will impact on schools’ overall attendance.
The Department for Education (DfE) continue to publish attendance data for 5 half terms.

Platinum Jubilee book to arrive in primary schools from mid-May
Children in state-funded primary schools across the United Kingdom will, from mid-May, begin to receive a free commemorative book to mark Queen Elizabeth’s Platinum Jubilee.
Designed as an official once-in-a-lifetime commemoration of the Platinum Jubilee and written in collaboration with royal experts and historians, the book will tell the story of a young girl, Isabella, visiting her Great Granny Joyce who tells her about the Queen and this year’s Jubilee.
In the story, Isabella sifts through Great Granny Joyce’s treasure box of souvenirs, which act as introductions to the contents of the book. These include recent and historical events across the United Kingdom and Commonwealth, inspirational people, landmark innovations and inventions, and a selection of the best art, design, and culture.
The book will also include famous quotes from the Queen, facts on the coronation ceremony, content on the lives of famous Commonwealth figures such as Nelson Mandela, notable kings and queens and a timeline of Queen Elizabeth’s life.
Children will be invited to personalise their individual copies of the illustrated reference book, by signing a ‘this book belongs to’ section at the beginning of the book.
‘Brilliant bookmarks’ from the Reading Agency are to be distributed with every book, to support and encourage reading for pleasure amongst children at school and over the summer. The book is also featured within the National Literacy Trust’s Platinum Jubilee Royal Reading Challenge.
The book goes on private sale from 23 June 2022.
Support for children from Armed Forces families
A new interactive platform offering schools an online framework to support children from Armed Forces families to thrive has been launched.
The online Thriving Lives Toolkit has been developed by the Service Children’s Progression Alliance (SCiP Alliance), which is hosted by the University of Winchester, in partnership with the Office for Students Uni Connect Programme and The Armed Forces Covenant Fund Trust.
Underpinned by rigorous research and thoroughly tested in schools, the free Thriving Lives Toolkit – originally launched in 2020 - provides schools with a framework of seven principles through which to reflect on their practice in supporting Service children and a three-tier set of CPD resources.
Resources have been developed in collaboration with a range of partners across the UK and consist of an introductory animation; a detailed resource introducing the evidence base, what schools can do to support their Service children and who can help; and school case studies.
Schools can reflect on their practice, update their progress in supporting their Service children, and gain insight into evidence-based guidance for helping children of armed forces personnel and veterans to improve their educational progression.
The seven key principles are:
- Our approach is clear: Leaders’ understanding and approach ensure resources and policies improve Service children’s outcomes;
- Wellbeing is supported: Tailored pastoral provision supports Service children‘s mental health and wellbeing;
- Achievement is maximized: Teaching, assessment and support ensure the continuity of Service children’s learning and progression;
- Transition is effective: Systems and support ensure seamless transitions for Service children arriving at and leaving school;
- Children are heard: Service children’s diverse voices are heard and inform the support they receive;
- Parents are engaged: Strong home-school partnerships help Service families feel valued as part of the school community;
- Staff are well-informed: Supportive training and networks ensure all staff understand and support each Service child.
A Service child is defined by the SCiP Alliance as ‘a person whose parent or carer serves in the Regular Armed Forces, or as a Reservist, or has done at any point during the first 25 years of that person’s life’.
Service children can experience disrupted schooling and challenges with access to extra-curricular activities and with the curriculum when transitioning between schools. Service families may move frequently, with little agency and at short notice and many experience frequent separation, anxiety during deployment and the stress of transition out of the military, all which may have complex impacts on children and young people.
A suggested email/letter for schools to use has been provided. This also includes information about the platform and the relevant links for schools to access it.

Parents Opening Doors (PODS) annual experience survey
Parents Opening Doors (PODS) is your formal Parent Carer Forum and who are funded through the Department for Education, to ensure that your voices are heard and your views represented. They are completely independent.
PODS are collecting thoughts about your experiences over the past year. These will be used to support the discussions which will be held moving forward through this year and into the next year.
The information is used and anonymised (any quotes chosen will remove identifiable information) to understand the needs of families, and to evidence these in discussions we hold a meeting at strategic and operational level with directors, service leaders and commissioners – across health, social care and education.

Autism Lead professional training
Gratitude is expressed to everyone who bought into the new drive for the Autism Education Trust training across Telford & Wrekin schools. There was a huge response and there is now an autism lead professional in almost 80% of schools across the borough.
The next step of the programme of professional development is to deliver training to classroom practitioners plus all additional staff. This will consist of two training inputs: The Good Autism Practice (GAP) is for classroom teachers and Making Sense of Autism (MSA) is for all additional school staff.
The Autism Standards document was distributed during the LGAP training last term, and is the document that will help you to evaluate your school. Many attendees completed an action plan at the training, and this should continue to support you in your role. The benefit of engaging in additional training will be to further equip your staff in understanding autism and how to not only adapt the curriculum, but to also adapt learning environments to further include young people and be able to understand the perspective and experiences of the young person. A positive outcome of this training will be an increase in attendance in schools as well as an increase in attainment levels, alongside improved experiences of positive mental health and wellbeing.
Jo Jenks (SENDCo, Coalbrookdale and Ironbridge CE Primary school) wrote: "In order to develop our knowledge and, more importantly, our understanding of Autism, we recently received the Good Autism Practice and Making Sense of Autism training for all the staff in school. This training has enabled us as a school to reflect upon our approaches and strategies when working with autistic children. It has given all staff the knowledge of the key areas of differences, and how these impact learning. Following the training, we have carefully considered our learning environments and have made simple adaptions so that all the children in our school experience a positive education that supports their wellbeing."

The costs of the training packages are:
GAP £300
MSA £100
GAP is a 3 hour session which can be delivered in one whole or via twilight sessions.
MSA is 1 hour and can be delivered via twilight or otherwise depending upon your schedule.
The aim is to accept and commit to all the training by July 2022 so please take the time to assess your training needs before you make contact. If you have questions, please liaise with your link EP and/or your LSAT link. If you have not undergone the initial leadership training with AET and would like to receive the training, you can also make contact using the email address above.
Year 11 cohort checks
All data managers need to be aware of the Annual Activity Survey 2022 – Year 11 Cohort (to be confirmed). Watch out for an email communication from data.support@telford.gov.uk. The purpose of the Annual Activity Survey is to establish the destinations of young people on 1 November in the year they completed compulsory education.
The Annual Activity Survey should cover all young people who reached the compulsory school leaving age in 2022 who were educated in schools or other institutions within the Local Authority (LA) area on 31 May 2022. The survey should also include young people resident in the LA area who are not enrolled at a school, including those receiving home tuition [DfE NCCIS Management Information Requirement 2022/23].
What you need to do now
- April/May 2022 – Schools to confirm Year 11 Cohort (this is fixed by DfE on 31 May 2022). Details of your current year 11 cohort will be sent to you from data.support@telford.gov.uk – please check this carefully and report back on any cohort changes since we last verified this with you.
- Between now and end of May 2022 please keep us informed of any starters and leavers. If we are not notified before the fixed date of 31 May 2022 then those young people will continue to be reported on in your Annual Activity Survey which will be published in the April 2023 - Moving On Report
Key Dates
- 31 May 2022 – Year 11 cohort fixed to inform Annual Activity Survey. The Local Authority Reports this as the fixed cohort and this CANNOT BE CHANGED AFTER THAT DATE.
- 01 November 2022 – Destination data reported for Year 11. Destinations will only be included for all young people in the fixed cohort of 31 May 2022. This is collected from post 16 providers by Telford & Wrekin LA.
- March 2023 – Schools provided with an update by Telford & Wrekin LA including any movement since the 01 Nov destination fixed point
- April 2023 - Moving On Report Published.
A report will be sent back to you which shows the Borough Level Data for School Leavers.

Educational Visit Coordinators’ (EVC) Network meeting – 18 May 2022
The EVC Termly Network Meeting is a forum for local and national updates on the management of Educational Visits & Journeys, both in terms of safety and quality. It is an opportunity to share practice and experience between EVCs including ‘lessons learned’. Through these meetings support is available locally through a collective approach and EVC can raise their specific queries or concerns.
The next EVC Network Meeting will take place on Wednesday 18 May 2022, 12.45 arrival to start for 1pm, at Wellington Town Council Chamber (Wellington Civic and Leisure Centre, Tan Bank, Wellington 1TF 1LX).
There is free parking for up to 3 hours at the front and rear of the buildings but you will need a ticket. There is additional parking across the road, and on nearby side streets. On arrival, access is by walking through the Library.
Fee:
- £80 per person.
- The Network Meeting is included within the Telford & Wrekin Educational Visits and School Journeys Service Level Agreement, and there is no additional charge.

Regular attendance of termly EVC Network Meeting (minimum of 1 per year for 3 years) will revalidate the EVC qualification.
TWC SLA for Educational Visits and Journeys (Includes the T&WC Policy and Guidance for Educational Visits).
Telford & Wrekin maintained schools and establishments receive the Educational Visits Service Level Agreement (SLA) free of charge as it includes Statutory Employer’s Guidance and the necessary support for its implementation. Other establishments are also able to purchase the SLA and access this comprehensive package.
This SLA is available to schools and establishments who have responsibility for the approval, planning and/or execution of any educational visit or outdoor learning including adventurous activities, residential visits or travel overseas.
Any Telford and Wrekin foundation or voluntary aided schools choosing not to follow the Telford & Wrekin Policy and Guidance must (as employers) have other guidelines in place for educational visits and journeys, which the Local Authority (LA) will expect to be at least as comprehensive as its own guidelines.
The SLA may be purchased and renewed either on the financial or academic year. For Telford & Wrekin Maintained schools the SLA is automatically renewed.

Pre-exclusion hotline
The pre-exclusion hotline is working well. It has been used by schools that are considering an exclusion.
A member of the BSAT team has been able to offer immediate intervention by discussing the exclusion in more detail, and offering a preventative solution. This support is available for both the individual child and their school.
One example of this was a school who telephoned the pre-exclusion hotline requesting support.
Contact was requested because a child had got into trouble swearing and telling staff that they were going to kill them. The issue was that this individual had previously been on a fixed term exclusion. The school had noticed that the child had complex needs and had previously utilised alternative provision.
The school felt that the information provided to them by a colleague did not evidence the complex needs and support that was previously provided to the child. As Local Authority (LA) officers, the Behaviour Support Development and Advisory Team (BSATs) were able to check the protocol system to see the extensive support that had previously been provided to the child and they were able to discuss this in more detail with the school.
A visit was planned which allowed the BSAT team to support the child and discuss the reasons for their behaviour using a restorative approach. An offer of a restorative justice session with the child and the teacher involved enabled the exclusion to be prevented. Following this, the school purchased further support sessions from BSAT.
In this instance, the ongoing support has allowed the BSAT team to check in weekly with the child, who has remained in the school and is now doing well. This demonstrates that with the right support at the right time can prevent exclusions.

Telford & Wrekin Virtual School Conference – Friday 8 July 2022
The Telford & Wrekin Virtual School is running its 3rd Annual Conference, taking place on Friday 8 July 2022 from 8.30am to 4.30pm.
This year’s theme is “Belonging, Identity, Adversity & Me” and is in support of all young people with a Social Worker and Previously Looked After Children
This conference is designed for Designated Teachers, Designated Safeguarding Leads and Nominated Governors for Children in Care.
The conference will provide delegates with an opportunity to develop links with the Virtual School, Health and Social Care colleagues and with other Designated Teachers, Designated Safeguarding Leads and Nominated Governors, as we work together to increase the progress Telford & Wrekin children that are in care make in school and beyond. Even if you currently have no children in care at your school, it is important that you remain up to date with processes and expectations, should a child join you.
In addition, Ofsted is looking quite closely at the relationship schools have with the Virtual School, and information gained at network meetings has proven very useful to many schools during inspection. Educational outcomes for children in care and children in need are a key priority for Ofsted in the West Midlands Region and inspectors have told us that they will be looking closely at how a school prioritises work with children in care when making inspection judgements.
Keynote speakers:
Dr Dawn Bradley – currently an advisory Educational Psychologist for the ARC (Attachment Research Community), and introduced the nationally accredited Emotional Literacy Support Assistant (ELSA) training programme in 2018. She is a member of the national ELSA steering committee, a quality assured ELSA trainer and supervisor, practitioner trainer Emotion Coach (UK) and practices as a psychotherapist in EMDR Trauma Therapy.
Tim Hill HMI, Ofsted, West Midlands Region – Tim Hill is an experienced inspector of primary, secondary and special schools, and pupil referral units. Tim also inspects local authority children’s services. He has extensive senior leadership experience as a head teacher and local authority adviser. His areas of expertise include literacy, science, behaviour management, safeguarding, and leadership and management.
Steven Russell – Steven is the founder of Elements SEMH Support. As a child, he lived with 9 foster families, was placed into two children’s homes and attended 5 schools. With this in mind, he decided to turn his “Pain to Purpose” by creating Elements. As a child, growing up in the care system, Steven has become an effective communicator with children living in care. Combining the elements of his professional and personal experiences to create “Elements SEMH Support”. Steven has been able to inspire hundreds of children to become more optimistic about their lives, despite their adverse experiences.
Workshop Choices:
All delegates have the opportunity to attend two workshop sessions. Please clearly indicate your 1st, 2nd and ‘reserve’ choice on the booking form.
Workshop A: ‘The Teenage Brain (The Solihull Approach)’ – Natalie Woodhouse, Fostering Team.
- Synopsis: This workshop has a particular focus on adolescents and explores a variety of evidence based practice.
This theory was developed in 1996 by professionals including Psychologists, Psychotherapist and CAMHS. It is evidence based and provides professionals with a framework to think about children’s behaviours, this in turn develops an effective consistent approach. It aims to increase emotional health and wellbeing. The aim of this workshop is to:- Explore brain development and the changes that happen in adolescence.
- Explore why teenagers take risks.
- Explore why teenagers sleep patterns change.
- Understand changes in behavior and why teenagers may find it difficult to understand others emotions.
Workshop B: ‘Edge of Care and Fostering’ – Jacqui Davis and Dan Chell – Social Care.
- Synopsis: The workshop will enable participants to understand the impact of going into care verses children to be enabled to stay at home if it is safe to do. The session will also explore Telford & Wrekin invest to save initiative designed to use public money in new innovative ways to break cycles of behaviour and encourage families to successfully promote the welfare of their children.
Workshop C: Gangs and Exploitation – Vicki Ridgwell, Police.
- Synopsis: This workshop explores the local and national landscape of exploitation and gang criminality. Participants will explore the various types of exploitation, grooming and how to identify the risk factors for young people in our care and vulnerable children.
Workshop D: ‘BeeU, the Toxic Trio and Early Clinical Experiences’ – Anna Frater, CAMHS.
- Synopsis: This workshop explores the role of the Toxic Trio and Early Clinical Experiences for children in care, and the role and work of BeeU in offering support.
Workshop E: ‘Care Leavers’ Covenant and Lived Experience’ – Natalie Latham.
- Synopsis: This workshop explores life as a Care Leaver and working with those who are approaching leaving care, and the challenges it brings. It explores opportunities and entitlements for those who are leaving care, including lived experience.
Workshop F: ‘Supporting Nominated Governors in interpreting data and key questions’ – Lou Aubrey, Virtual School Team.
- Synopsis: This workshop explores the role of the Nominated Governor for Children in Care and how you can be a high quality ‘critical friend’ – offering both challenge and support to the Designated Teacher and School through interpreting key data and skillful questioning.
Workshop G: ‘Belonging, Inclusion and Identity’ – John Newton, Virtual School Team.
- Synopsis: This workshop focuses on the importance of belonging and personal identity amongst care experienced young people and seeks to highlight strategies and systems for promoting personal reflection and self-expression within a young person’s educational journey. The workshop also seeks to explore the impact of becoming a ‘child in care’ on the development of identity and interpersonal relationships.

Joint Appropriate Body and Teaching School Hub Early career Teacher induction briefing and update sessions
Schools may already be aware that a new two year induction programme for new early career teachers (previously known as NQTs) was introduced last September. This programme has a number of important changes which schools need to be aware of, including the far more complex registration and funding.
In light of these changes, there will be two online briefing sessions – taking place 10 May and 21 June 2022, both from 4pm to 5pm. Delegates only need to attend one of these dates.
The briefings will be particularly pertinent to Head teachers, Senior Leaders, Early Career Teachers (ECT) Induction Tutors and ECT Mentors.
The briefings will include:
- input from the Appropriate Body Manager of Telford & Wrekin Local Authority, Ant Snowden, together with Ruth Shaw from the Teaching School Hub and the Best Practice Network (approved ECF training providers);
- an outline of the new two year induction programme, including training and central government funding for schools;
- guidance on the new three part registration process;
- lessons learned from year one of the BPN programme and changes to future practice;
- open forum questions and answers.
This briefing sessions are open to all schools in Telford & Wrekin. It is strongly recommended that any school which does not currently have an ECT ensures that at least one member of staff attends one of the two sessions.

EYFS moderation trialling
As a local authority, we have always provided a Moderation Trialling session in the summer term to support Early Years’ practitioners in making accurate Early Years Foundation Stage (EYFSP) judgments.
In light of the changes that have come into effect this year in relation to the Early Years Foundation Stage, we want to continue to support this practice and will be running a training and networking event on Monday 16 May 2022, from 1pm to 4pm.
This session will focus on the:
- principles of EYFS profile assessments;
- reliable and accurate assessment at the end of the EYFS;
- assessing children against the revised Early Learning Goals;
- moderation and effective transition;
- using exemplification and sharing good practice.
The cost of this training will be £100 per school and schools can book up to three places.

Mental Health Awareness week – 9-15 May 2022
Mental Health Awareness Week is an annual event when there is an opportunity for the whole of the UK to focus on achieving good mental health. The Mental Health Foundation started the event 21 years ago. Each year the Foundation continues to set the theme, organise and host the week. The event has grown to become one of the biggest awareness weeks across the UK and globally.
The theme for 2022 is Loneliness, and the event will be held on 9-15 May 2022
Why loneliness?
Loneliness is affecting more and more of us in the UK and has had a huge impact on our physical and mental health during the pandemic. Our connection to other people and our community is fundamental to protecting our mental health and we need to find better ways of tackling the epidemic of loneliness. We can all play a part in this.
So, this Mental Health Awareness Week, we are raising awareness of the impact of loneliness on our mental wellbeing and the practical steps we can take to address it.
Reducing loneliness is a major step towards a mentally healthy society.
