Important update: HRC access is for Telford & Wrekin Council residents only

Following a review of the impact of non-resident use at our Household Recycling Centres (HRCs), we will be moving to a Telford & Wrekin Council residents only access approach from April 2026.

The facilities and processing costs associated with HRC waste are funded by Telford & Wrekin Council (TWC) residents. Significant use by individuals living outside the Borough places an unnecessary financial burden on TWC Council Taxpayers. 

Introducing a resident’s only policy will help remove this additional cost, enabling us to maintain free garden waste collections and protect other frontline services. Removing non-resident use will also free up capacity at our HRCs for our residents.

When you visit, please bring a proof of address, such as a recent utility bill or your driving licence, to help staff confirm residency. 

If you’re unable to provide valid proof of address, you may not be able to access to the HRCs.

Does your vehicle need permission to visit the Household Recycling Centres (HRCs)?

Depending on what type of vehicle you are using when visiting the household recycling centres (HRCs), you may require an E-permit, these can be used at either HRC site.

Vehicles not allowed to use HRCs

Halesfield HRC
  • Van or commercial vehicle over 3.5 tonnes.
  • Vehicles over 5.5 metres long.
  • Agricultural vehicles.
  • Flatbed vehicles.
  • Horse boxes or horse trailers.
  • Tipper vehicles.
  • Luton box vans.

Please note: if you are using any of the vehicles below with a trailer you will need an E-permit.

  • Car.
  • 4x4 with rear seats.
  • Campervan - must be no longer than 5.5 metres and seats and fittings not removed.
  • People carrier.

Important information:

No flatbed vehicles are accepted on site and trailer length must not exceed 2.4m long internally.

  • Car with trailer (maximum length of trailer allowed is 2.4 metres long internally)
  • Campervan - with seats and fittings removed and no longer than 5.5 metres in length.
  • Campervan with trailer (maximum length of trailer allowed is 2.4 metres long internally)
  • People carrier with trailer (maximum length of trailer allowed is 2.4 metres long internally)
  • 4x4 with trailer (maximum length of trailer allowed is 2.4 metres long internally)
  • 4x4 with no rear windows/rear seats.
  • 4x4 with open back or back that is separate to the main cab such as a closed cab pick up.
  • Vans or commercial vehicle up to 3.5 tonnes and not over 5.5 metres long.
  • Pick up truck.

From Monday 16 January 2017 you will need a valid E-permit to visit our HRC's when using a hire vehicle.

Please check what vehicles are allowed to visit our HRC sites before hiring your vehicle, certain vehicles are not allowed to access our HRCs, and will be turned away, even if you have already hired it.
