Executive Director update

Dear colleagues

As we approach Easter, I want to thank all early years practitioners, school staff and post 16 settings across the borough for their hard work this term and hope you get the opportunity to take a well-earned break.

As you are all aware over the last three weeks we have hosted the OFSTED/CQC Area SEND inspection. Simon, Darren and I have expressed our gratitude for the outstanding work everyone has contributed to this in a note below.

Earlier this month, over 100 young people were awarded money to overcome challenges in their lives, through the Telford & Wrekin Leader and Cabinet Members’ Young Person Grant. This has been the most successful year to date. This is just one example of how we try to demonstrate how our children and young people of the borough are cared for and cared about.

Tomorrow we will be launching out Family First Permanence Strategy. At the heart of the strategy is the unwavering belief that every child and young person has the right to a permanent stable home and a right to family life. To support it’s implementation we will be holding a Family First Permanence Conference in the next couple of months.  We will announce the date at the start of the new term, and we hope to see some of you there so you can hear about the philosophy which underpins the approach.

A huge thank you

Dear colleagues,

To all those that participated in the area SEND inspection over recent weeks, Jo, Darren and I would like to extend our sincere thanks. 

Many colleagues supported the process (over 150!) including representation from across education, health and care and there were numerous conversations with parents, children and young people. We do appreciate that those involved changed their plans at short notice, took time to attend briefing sessions and prepared for meetings with the inspectors. Your commitment and passion for making a difference to children and young people has clearly come through your conversations with inspectors. 

You will understand that we are unable to let you know the outcome of the inspection at this stage.  We can let you know that the publication of the letter from OFSTED and CQC is expected towards the end of May.

Young Person’s Conference – National Takeover Day celebrates our young people in care

Last week our Virtual School Team hosted the Young Person's Conference - National Takeover Day, celebrating our young people in care and highlighting the brilliant things they do.

Young people in care had the opportunity to ‘takeover’ the job of one of our council's officers or of partner organisations (such as the Police, Health, Fire and Ambulance services).  To give you a flavour of how this went, watch this video from our Communications Team with the young person who “took over” their job.

On the day, the young people also attended a wide range of workshops – from arts and music, to sports and peer mentoring activities, including professional TV acting and script writing, drumming self-expression, science and technology workshops and even a Professional DJ working with them to create music with glowsticks!

The event put a spotlight on the amazing young people we have in Telford and Wrekin – they do amazing things, work really hard and are so ambitious to reach their true potential! A huge thank you to the Virtual School Team for organising this wonderful event, thank you also to everyone who supported it.


One pound school holiday activities 

Telford & Wrekin Council’s one-pound kids holiday activities are back for the Easter school holidays, helping residents to spend less and stay local once again.

The latest school holiday brochure has all of the family favourite activities like swimming, bike hire, tennis, golf and soft play available 7 days a week from Monday 3 to Sunday 16 April.

As the weather gets warmer, those families wanting to make the most of the outdoors can look to Telford Bike Hub in Telford Town Park who are offering one pound bike hire. Adventure golf, disc golf and Sky Reach are also open during the Easter holidays. Many of these activities are also part of the council’s 10 by 10 programme which offers all children ten activities they should try before they are ten years old.

Happy Healthy Active Holidays: Easter activities start next week

The Happy Healthy Active Holidays (HHAH) scheme will be running through the Easter holidays (Saturday 1 April to Sunday 16 April 2023) with multiple holiday clubs running in the first and second week of Easter. Holiday activities will be available for children and young people who are receiving income-based free school meals (FSM).

There will be a range of activities on offer at Holiday clubs for children in reception to Year 11. Every day a child attends they will be provided with a nutritious meal and at least 4 hours of enrichment activities, including 60 minutes of physical activity, arts, crafts and nature walks. In order to access the scheme parents and carers of children who are eligible must register on the HHAH website. Video tutorials on how to register, manage and cancel bookings are all available on the website.

Parents and carers who are eligible for income-related FSM have been directly notified of the scheme and how to apply by letter (a copy of the letter is available for download). We have notified families and registered users that bookings have gone live from 13 March 2023.

If you are able to further promote the HHAH scheme to eligible families then that would be appreciated. We know some families will need your support to register for the scheme and therefore we have created a paper registration form to help any that are finding it difficult to apply online. Please can we ask that schools support these families in completing the form and returning it to us so that we can get them in contact with the holiday club?

Thank you for help with this!

Like last year, there is some flexibility for other children, not eligible for FSM to access the scheme.  This may include children and families living in areas of deprivation, those known to children services and those that have SEND as examples. If you feel a child would benefit from the HHAH programme, please contact the HolidayActivityHub@telford.gov.uk inbox so we can provide more information and a special code for the family to register on the website.

We have put together a brochure of some of the activities running over the Easter holidays. All income related FSM families will have received this with their letters! 


Following a further review of the Children Missing Education referral form, the Attendance Support Team also require SEN information

Schools will be aware that the Attendance Support Team rely on detailed information to be able to track children missing education successfully and in a timely manner. We also have to report our findings to the DfE of any vulnerability factors. Therefore, the updated referral form for Child Missing Education/ Child Not Receiving Education (CME/CNRE) form now requires additional information regarding pupils who have SEN.  This has been added to the form, in a further amendment.

Full year 2021- 2022 School Attendance & Persistent Absence data validated by the DfE

We would once again like to thank all our schools for continuing to work towards improving overall attendance and reducing persistent absence. We know how hard schools are working to improve attendance for all pupils.

Full year validated attendance data for 2021- 22 is now available for download, to enable schools to benchmark themselves against it:

You will be aware of the Department for Education (DfE) published guidance 'Working Together to Improve School Attendance' and we look forward to our continued partnership, as we all begin to implement the expectations in the document. 

This National data, validated by the DfE based on 2021/22 for a full year, as published by the DfE in March 2022 identifies that:

  • T&W Primary attendance was 93.5% 0.2 below compared with 93.7% nationally.
  • The Persistent Absence (P/A) for T & W Primary is 18.8% which was 1.10% higher than national at 17.7%.
  • T & W Secondary attendance was 90.8% marginally (0.2) below National average for secondary at 91.0%.
  • The Persistent Absence (P/A) for T & W Secondary is 28.8% which is 1.10% higher than national at 27.7%.
  • T & W Special School attendance was 87.8% a full 1.0% higher than the National average for Special Schools at 86.8%.
  • The Persistent Absence (P/A) for T & W Special Schools is 39.7% which is 0.7% below the national average of 40.4%.
  • All T & W Schools attendance was 92.2% 0.2% below National average for all Schools at 92.4%.
  • The Persistent Absence (P/A) for all T & W Schools is 23.7% which is 1.20% higher than national at 22.5%.

Schools should be using the local and national data to compare to their own school data.

The DfE data collection ‘View your Education Data’ developed by WONDE

Thank you to all schools that are now providing attendance data to support 'Working Together to Improve School Attendance’. It is a really useful tool. 

Compare pupil attendance with other schools in your local authority:

Mainstream schools can now anonymously compare their attendance with other schools in their local authority area. The tool helps identify strengths and priorities and signposts to guidance and support. Once it is available to you, you will see ‘compare your attendance’ under school daily attendance, on view your education data. The comparison tool is only available to primary and secondary schools sharing daily attendance data.

Email Wonde to share daily attendance data and access these tools. If you already use Wonde, please accept the request in your Wonde portal. All schools can view local authority and national attendance data using the pupil attendance in England dashboard, updated every 2 weeks.

Join the monthly DfE webinar to hear more about this and how they are asking schools to share some additional data.

However, do please check the data on the IDAMs – ‘View Your Education Data’ site and report to WONDE if yours is inaccurate. There seems to be an issue with the data continuing to count pupils that are no longer on the school roll. Some of which were allocated places but did not arrive and this is causing higher numbers appearing than are on roll.

There are still plans for this becoming compulsory from September 2023 but all schools are encouraged to register and participate in this now. 66/72 local schools have already ‘signed up’ to this data collection and it is proving to be a very useful tool for schools.

The WONDE System will extract data from a variety of school MIS, which includes: Arbor, Bromcom, Cloud School, Engage, Facility, Integris, iSAMS, PupilAsset, ScholarPack, SIMS, SIMS Primary, SchoolBase, SchoolPod, Teacher Centre, WBCS, Wonde Generic – other MIS may be included.

Attendance data reports will be available for you to view your own school and compare it with local and national data via a dashboard on the view your education data service. You’ll need a DfE sign-in account to access the service.

To sign up for the service visit the ‘Share your daily school attendance data’ page on the GOV.UK website.

Once all schools are registered and submitting data there will be no need to send your termly attendance and P/A data to the attendance support team, as they will also be able to access local data via the new system.

Creating a healthy working environment

Governing boards want to strive to implement strategies and initiatives that create a healthy working environment for all staff and help to reduce excessive and unnecessary workload demands placed on teachers.

The Teacher Well-Being index for 2022 recorded that 75% of our teaching staff are stressed; this includes 84% of our senior leaders. How are governors proactively working to reduce this stress and monitor the well-being of our school workforce?

The NGA Managing teacher workload and wellbeing document - A guide for governing boards can support governing boards and school leaders in exploring strategies to promote wellbeing and reduce workload of teaching staff.

Is well-being area governors discuss as a regular agenda item and do you actively seek assurance about the head teacher and staff well-being?

Alongside the well-being document, the NGA has also developed a Promoting School leaders’ wellbeing evaluation tool which focusses on the well-being of school leaders and their self-care, and reviews how this is modelled throughout the school. The evaluation tool includes advice on setting an effective well-being culture and strategy as well as an audit of current practice of the school.

The evaluation provides an opportunity for senior leaders, the chair of the governing board and other relevant governors to reflect on the culture of wellbeing that exists in their school and review the approaches taken towards staff wellbeing at board and operational level.

A healthy working environment contributes towards attracting and retaining quality staff who are the school’s most important resource and governors will want to consider how to create a whole school approach to well-being.


Free year’s membership for the Council for Learning Outside the Classroom

The Council for Learning Outside the Classroom (CLOTC) is a registered charity existing to champion learning outside the classroom (LOtC).  The CLOTC believe that every child should be given the opportunity to experience life and lessons beyond the classroom walls as a regular part of growing up. These experiences expand the horizons of young people, opening their eyes to the wonders of areas such as art, heritage, culture, adventure and the natural world. We

The CLOTC work to  ensure that more young people have access to these life changing educational experiences by providing support on the ground, facilitating the sharing of best practice and promoting the benefits of Learning Outside the Classroom in raising attainment and aspirations and re-motivating those who are disengaged from their education.

Free yearlong memberships of the Council for Learning Outside the Classroom (CLOTC), worth £95, are available.

To claim your school’s free membership, please email EdVisits@telford.gov.uk with your school's name, address, the contact name and email with the permission to share with CLOTC.

We will forward on to the CLOTC, who will send the named contact a username & password to the membership area which gives access to live and recorded CPD webinars, resources and presentations.

This offer is helpful to schools who wish to develop or expand their learning outside the classroom curriculum and practice.

World Health Day: Friday 7 April 2023

In 1948, countries of the world came together and founded World Health Organisation (WHO) to promote health, keep the world safe and serve the vulnerable – so everyone, everywhere can attain the highest level of health and well-being

World Health Day is now a global health awareness day celebrated every year on 7 April, under the auspices of WHO and other related organizations. This year the theme is 'Health for All'.

It is important that we encourage healthy lifestyles by promoting good hygiene, a balanced and healthy diet with regular exercise into our daily lives. This can be done with some fun activities and easy learning experiences.

Community Garden Week

Community Garden Week is celebrated on the first full week of April each year and this year it will be marked from Monday 3 April to Sunday 9 April 2023. The week places emphasis on celebrating the various community and school gardens that exist across the U.K. 

Community gardens and school gardens come in all shapes and sizes. They are great for the environment and are also a good way to promote healing and happiness as they can have a positive effect on our sense of well-being. Gardening is an activity for all the family, it is also an enjoyable and a way to educate young people about flowers, plants and nature. It can also encourage young people to eat healthily. And offers a learning experience for everyone as you can learn all about gardening and how to grow different types of plants, vegetables and flowers. It’s also a good opportunity to learn about the wildlife that you will find in your garden.

Keeping our environment sustainable, liveable, and, most importantly, carbon-neutral is one of the major challenges in urban policy and planning.

Building Your Music Curriculum

The new twilight face to face event, CPD 623: Building Your Music Curriculum, is being led by Sam Newth, Telford & Wrekin Music Service Team Leader and Caroline Dingle from Staffordshire Music Service (Entrust). Taking place on Wednesday 19 April 2023, 4.30 to 5.30pm, the event will provide delegates with an opportunity to begin building or refreshing their school’s music curriculum with help from specialists in the field.

We will join with two other local authorities online for some key messages, after which there will be a face-to-face session in which delegates can begin planning, ask questions, share ideas and identify ways forward.       

By the end of the session delegates will be substantially further along their curriculum development journey, with plans for implementation.

The cost is £70 for one delegate or £100 for two delegates from the same school.

SOS+ Criminal Exploitation Training for Education Professionals

The SOS+ Criminal Exploitation Training for Education Professionals course is being provided to schools in Telford & Wrekin free of charge and is being led by St Giles Education Trust in partnership with the Education Safeguarding Team. There is no limit to the number of delegates from each school.

A choice of dates and times are available:

Wednesday 10 May 2023 – 10am to 11.30am
Wednesday 10 May 2023 – 4pm to 5.30pm
Tuesday 23 May 2023 – 4pm to 5.30pm

Delegates only need to attend one date. Each session will consist of a 60 minute presentation, followed by a 30-minute Q&A session. Delegates will leave the sessions able to:

  • understand how county lines are set up
  • understand how young people are groomed, recruited and exploited; specifically exploring examples that involve educational settings
  • recognise key signs and indicators that children and young people are being exploited or at risk of county lines involvement by unpacking what this looks like within an educational setting
  • understand how school exclusions can increase the risk of students on the periphery
  • recognise how to mitigate risks practically when considering exclusions learning from successful examples
  • understand the perspective of an expert witness who is a survivor and/or perpetrator of a county lines operation, including how county lines operations use girls and young women
  • develop initial interventions and long-term strategies to prevent and reduce the risk of students of criminal exploitation, and gang and county lines involvement within educational settings.

Primary Maths Conference: Friday 21 April 2023

We are delighted to share that we are staging a whole day Mathematics Conference on Friday 21 April 2023.

The conference, for mathematics' subject leaders, senior leaders and teachers in primary schools, aims to bring together colleagues from across the borough for an informative day of professional development, discussion, networking reflection and exploration of impactful teaching and learning.

This event will provide an invaluable opportunity to explore problem solving and reasoning routines, whilst making and extending professional connections in a stimulating environment that encourages face-to-face sharing and learning.

Gareth Metcalfe (founder of I See Maths) will be joining us to lead two professional development sessions: Building Problem Solvers and Embedding Reasoning Routines:

Embedding Reasoning Routines: 
In this session, we will explore how mathematical reasoning can be embedded at all phases of learning. We will look at establishing routines within interactive class teaching that focus thinking on key maths concepts and ensure all children participate with learning. Then, we will see how reasoning can be built within the different phases of a lesson. This will include the use of misconceptions, visual representations, variation and questions with multiple possible answers.

Building Problem-Solvers: 
In this session, we explore how to introduce problem-solving so that all children think about the deep structure of a problem and to build coherently towards children completing problem-solving tasks. We will see how 'Slow Reveal' questions and carefully constructed sequences of tasks can be used. We also see how, by using sequences of challenges, all children can have success as problem-solvers and make connections between their mathematical experiences.

In addition, we will be facilitating a number of workshops alongside SHaW Maths Hub colleagues and practitioners from our local primary schools focused on a range of hot topics in maths:

  • Number Sense
  • Preparing for a Deep Dive on Inspection
  • Early Maths Development

Our aim is to welcome at least one representative from each of our schools and we very much look forward to seeing you there.

Do you have what it takes to ‘Step Up’ to social work?

The Step Up To Social Work programme in Telford and Wrekin council opens for recruitment for aspiring social workers to apply for a place on the intensive but highly rewarding training programme. The closing date for applications has been extended to 12noon 3 April 2023.

Step Up To Social Work is 14-month, full-time training programme for talented graduates and career changers to become the next generation of child and family social workers supporting vulnerable children, young people and families. It is designed for people who want to become a social worker but do not have a degree in social work. Successful applicants train through a combination of academic study and hands on social work experience in a local authority.

Applicants eligible for the programme, which includes financial support alongside training, will be individuals with experience of working with vulnerable children, young people, families or adults, and who can demonstrate emotional resilience and potential for success.

Step Up To Social Work aims to attract applicants from a diverse range of backgrounds and aims to have a workforce that represents the society that we serve.

 Minister for Children, Families and Wellbeing, Claire Coutinho said: “I’ve been truly inspired by the social workers that I’ve met. The passion and support they provide for children and families is a real testament to the profession and it is what makes it such a rewarding career. To attract more great social workers we’re helping councils, including Telford & Wrekin, with recruitment and retention, along with better support for social workers with new early career development.”
