Review of the Telford & Wrekin Local Plan
Publication version of Local Plan review now open for comments (Regulation 19)
The publication version of the Local Plan review (2020-2040) is now available for public comments on matters of soundness and legal compliance. The plan will be open for comments from the public until 4pm on Monday 5 May 2025.
The Telford and Wrekin Local Plan sets a vision and framework for our Borough’s development. The plan focuses on creating sustainable communities, combatting climate change, providing better homes for everyone, protecting our green spaces and natural environment, and improving the health and wellbeing of all residents.
Our Local Plan proposals will:
- Protect our green spaces
- Care for our existing communities
- Invest in the future.
It will do this and benefit our residents by:
- providing more quality homes which local people in Telford and Wrekin can afford
- providing new homes to meet the needs of our community, including homes for our young people, families and older people
- providing more energy efficient buildings helping to lower the cost of running homes and businesses
- retaining Telford and Wrekin’s proud identity as one of the greenest places in the country by protecting our heritage and enhancing our green spaces for people and wildlife
- investing in our established communities by revitalising borough towns and tackling derelict and vacant sites that blight local people’s daily lives
- securing around 17,000 new jobs through new land for existing businesses to grow and new business to invest in Telford and Wrekin
- securing new and improved infrastructure for the future, including six new schools, expanded GP surgeries and improving transport networks
- tackling climate change by introducing policies to reduce carbon emissions and improve sustainability.

The above statement does not change the Telford and Wrekin Local Plan which is still the adopted development plan for the Borough and runs until 2031.

Telford & Wrekin Local Plan Review – draft Local Plan consultation 2023
The draft Local Plan consultation closed in 2024 and lasted a period of 13 weeks. The consultation period was open from 25 October 2023 until 31 January 2024. The draft Plan set out the council’s vision for the borough, priorities for the plan, preferred policies and proposed housing and employment sites.
Key priorities and objectives for the draft Plan included:
- tackling climate change and achieving carbon neutrality
- maximising inward investment and employment opportunities
- securing better homes for all
- improving health, wellbeing and tackling health inequalities
- protection and enhancement of green and natural environment
- delivering regeneration, renewal and stronger communities.
Issues and Options consultation
The consultation period was open 12 October 2020 - 8 January 2021.
Telford & Wrekin Council commenced a review of the Telford & Wrekin Local Plan. An Issues and Options consultation document was produced which introduced the development priorities for the borough up to 2040. The Issues and Options stage was the first step to reviewing the current Local Plan.
The Issues and Options document set out:
- in detail the priorities for the Local Plan Review
- options for the amount of employment and housing development
- proposed updates to policies and in some cases the addition of new policies.
Evidence and supporting documents
To inform and support the developing Local Plan review, the Council has commissioned a range of evidence base documents, all of which are available on the Local Plan website.
