Current Local Transport Plan
The Transport Act 2000 requires all Highway Authorities to produce a Local Transport Plan (LTP) which sets out a strategy and action plan for improving local transport.
The third LTP for Telford and Wrekin has now been prepared and sets out how we plan to manage, maintain and develop the borough's transport network over the period 2011 to 2026.
This covers all forms of travel including car and motorcycle based travel, public transport, walking and cycling.
The LTP is comprised of two parts:
- a strategy setting out the policies, this will be periodically reviewed
- an implementation plan setting out a programme of works that will deliver the Strategy, this will be reviewed every 3 years.

About the Telford & Wrekin Transport Plan consultation
The Telford & Wrekin Transport Plan (TWTP) is Telford & Wrekin Council's fourth Local Transport Plan, covering the period from 2027 to 2041. The TWTP is a suite of documents that will guide transport investment up to 2041. These documents are:

- Transport Vision & Strategy (.pdf Size: 10173Kb) (2027 – 2041) – provides the long-term vision, guiding principles, goals and policies for maintaining and improving transport in the borough.
- Transport Delivery Plan (.pdf Size: 5028Kb) (2027 – 2030) – sets out the transport schemes and strategies that we will deliver to achieve our vision.

We are also running two public webinars which you are welcome to attend to find out more. We will provide an overview of the plan, provide a short opportunity for Q&A, and encourage attendees to complete the online survey.
Our vision for transport
Our draft LTP outlines how, by 2041, we will seek to realise our vision of: “A reliable, accessible transport network delivering genuine options and supporting a healthy, thriving and growing Telford & Wrekin.”
To deliver this vision, we have developed a set of four guiding principles:
- Transforming travel choices: providing a genuine range of attractive and reliable travel options to increase use of public transport, walking, wheeling and cycling, supported by greater awareness, confidence and choice.
- Improving accessibility: designing a safe, accessible, people centred transport system, so everyone feels safe to travel and has equal access.
- Unlocking potential: maintaining prosperity while maximising the potential of the borough, enabling growth to be unlocked in a sustainable and inclusive way.
- Fit for the future: Keeping Telford & Wrekin moving, now and for the future by embracing innovation, resilience and decarbonisation.
Local context
The way people travel is changing, and so are the needs of our communities. Much of Telford was designed at a time when travelling by car was expected to be the easiest option for most journeys. While this helped support decades of growth, today's challenges are different. The borough's population is expected to continue growing, with a growing older population and young people needing greater access to education and opportunity. There is an increasing need to tackle climate change, protect our environment, and ensure our transport networks can cope with more extreme weather. To create a healthy, thriving borough, we need a transport network that offers genuine travel choices and enables everyone to access the places that matter to them, whether they drive or not.

We will consider all the feedback gained through this consultation to help shape and refine our Telford & Wrekin Transport Plan, ensuring it reflects the needs and aspirations of our residents, visitors, businesses and organisations. Your views are important, so please share your thoughts, even if you only wish to comment on a small part of the plan.

Much has changed since our last Local Transport Plan was produced in 2011, in Telford & Wrekin, in the Midlands, and in the nation – from pandemic recovery and the cost of living, to innovation and new technologies. The Council has a duty to produce this statutory document under the Transport Act 2000, and it will play a key role in shaping the future of our borough.
The TWTP covers all forms of travel including public transport, car, van and motorcycle-based travel, those walking, wheeling and cycling, and even riding horses. Freight transport by road and rail is also considered.
We are exploring many different transport improvements and schemes across the borough. Our first Transport Delivery Plan [link] sets out the schemes we plan to deliver or progress through design stages between 2027 and 2030.
The survey responses will be used to refine the TWTP documents, including the policies and schemes. We are committed to listening to your feedback and will produce a report to explain the key findings and the changes made as a result.
We are working towards adoption of the TWTP in early 2027, at which point the final documents will be published.
