Pharmacy needs assessment (PNA)

Introduction

Telford & Wrekin Pharmacy Needs Assessment 2026/27 – 2028/29

Consultation on draft PNA from 9 January – 10 March 2026

Since 2013 local health and wellbeing boards have been responsible for developing and updating Pharmaceutical Needs Assessments (PNA) every three years. The purpose of the PNA, which is part of the Telford & Wrekin Joint Strategy Needs Assessment, is to assess the local needs for pharmaceutical services. The PNA will be used by the NHS and the Local Authority to plan and commission future services. It will also be used by the NHS to identify whether new pharmacies are needed when applications are made.

Telford & Wrekin PNAs were published in 2015, 2018 and 2023, and the 60-day statutory consultation period for the 2026/27 – 2028/29 PNA is running from 9 January – 10 March 2026.

  • The list below indicates the organisations which need to be formally consulted on the PNA proposals:
    the local pharmaceutical committee
  • the local medical committee
  • pharmacy and dispensing appliance contractors included in the pharmaceutical list for the area of the HWB
  • dispensing doctors included in the dispensing doctor list for the area of the HWB, if any
  • any pharmacy contractor that holds a local pharmaceutical services contract with premises that are in the HWB’s area
  • Healthwatch, and any other patient, consumer, or community group in the area which the HWB believes has an interest in the provision of pharmaceutical services
  • any NHS trust or NHS foundation trust in the HWB’s area
  • NHS England

Feedback is encouraged from all the statutory PNA consultees listed, and also wider feedback from any other organisations or individuals will also be incorporated into the PNA when it is considered by the Health & Wellbeing Board in March 2026.
