Important update: HRC access is for Telford & Wrekin Council residents only
Following a review of the impact of non-resident use at our Household Recycling Centres (HRCs), we will be moving to a Telford & Wrekin Council residents only access approach from April 2026.
The facilities and processing costs associated with HRC waste are funded by Telford & Wrekin Council (TWC) residents. Significant use by individuals living outside the Borough places an unnecessary financial burden on TWC Council Taxpayers.
Introducing a resident’s only policy will help remove this additional cost, enabling us to maintain free garden waste collections and protect other frontline services. Removing non-resident use will also free up capacity at our HRCs for our residents.
When you visit, please bring a proof of address, such as a recent utility bill or your driving licence, to help staff confirm residency.
If you’re unable to provide valid proof of address, you may not be able to access to the HRCs.
Plan your visit
To speed up your visit to the sites, separate your items before heading out, this will enable you to complete your visit quickly and safely, especially if you are not familiar with the location of the recycling/disposal containers at the sites, please download a site map, this will really help plan your journey effectively and efficiently.
Opening hours
Hortonwood and Halesfield HRCs are both open 9am - 5pm, seven days a week.
Only closed on Christmas day, Boxing day and New Years day, they are open for all other bank holidays

HRC staff are on hand to give advice on where your items can be recycled and even help you sort any recyclable items from your bags, you can now also recycle your food waste in the silver food waste wheelie bins situated at both HRCs

View the queue cameras are available at both HRCs. Please note: the camera will show if there is a queue at the entrance to the site, not how long the queue is. Queues are unpredictable and change quickly.
If you are experiencing issues with viewing the cameras, clear your browser history on your device, this should resolve the problems, to do this go to settings and select clear your cache or browser history.

Site rules in place
Telford and Wrekin HRCs cannot legally accept business or trade waste, e.g. waste from a builder or other tradesman carrying our work to a house he does not live in, waste from a landlord of a property, or someone offering to clear any rubbish from a house which isn't their own.
- Should you need help unloading your recycling and waste please speak to an operative.
- Depending on the size of your vehicle, you may require an e-permit to visit our HRCs. This also applies to vehicles with trailers. View more information about E-permits and the vehicle types allowed at our HRCs.
- No trade or commercial waste will be accepted.

Significant use by individuals living outside the Borough places an unnecessary financial burden on TWC Council Taxpayers. Introducing a residents only policy will help remove this additional cost, enabling us to maintain free garden waste collections and protect other frontline services. Removing non-resident use will also free up capacity at our HRCs for our residents.
To use the HRCs in Telford and Wrekin, residents will need to show proof of their address in the Telford & Wrekin Council area, for example a recent utility bill or their driving licence. This can be digital identification as well – things like your My Telford app, a supermarket app or anything recent which has your address on.
Visitors to the HRC sites will need to show a valid ID to confirm that they live in the Telford and Wrekin area. This is to ensure that non-residents are not using the site.
Neighbourhood Support Officers will ask visitors as they enter the site to show proof of address in Telford & Wrekin Council area. This will be a visual check, and no additional proof of address information will be recorded or captured/stored on individual visitors
This will be managed by the Neighbourhood Support Officers and wait times will be kept to a minimum.
TWC residents may still be permitted access to other Local Authority HRCs, however, as we do not manage these facilities, we would strongly recommend you check the local authority website before visiting.

Fly tipping is illegal and a blight on our communities as well as a potential health hazard. It’s a crime that is punishable by a fine of up to £50,000 or 12 months imprisonment if convicted in a Magistrates’ Court.
Our Enforcement team continually investigates incidents of fly tips and will pursue enforcement action wherever possible. All reports are monitored and investigated. To report fly tipping view our My Telford webpage.
Each site is different and has its own set of guidance. Posters will be displayed explaining what this involves. Please pay attention to container labels and only put your recycling and waste in the correct container. Please do not use containers that have a barrier or signage saying, ‘not in use’. Please help reduce movement around the site and minimise the time for unloading by sorting your waste before you visit. HRCs operate a one-way system and site maps are available for Hortonwood and Halesfield. The maps will help you plan how best to load your boot so that you can dispose of items as you make your way around the sites.

No - The HRC’s are provided for Telford & Wrekin council tax payers to dispose of Household Waste only.
By Law, since 1990, it has been a responsibility of ‘any commercial activity’ – whether run from home or its own premises – to manage the waste it produces safely and responsibly.
