Any person making an appeal to the public on behalf of a charitable cause, by way of collection in a public space, to give money or other property, will require a permit from the Council to do so. This includes pub-to-pub collections.

Within 30 days of the end of the collection a return form showing details of the monies collected must be completed and returned to the Council.

Street collections are regulated by Section 5 of the Police, Factories (Miscellaneous Provisions) Act, 1916, as amended by Section 251 and Schedule 29 of the Local Government Act, 1972).

Fees and charges

There is no fee payable to the Council, however the permit holder is required to publish an account of the proceeds at their own expense.

Application evaluation process

The Council restricts collections to one collection per area per day. In order to monitor collections we operate a diary system to record what collections have been approved and what dates are still available.

In the first instance you should contact the Licensing Office to discuss booking a collection date and for guidance on the regulations. Once a date has been agreed you should complete the necessary application form.

Applications must be on the prescribed form and accompanied by:

  • particulars of any contracts with any charity which is to benefit from the collection
  • written permission to collect on the charity's behalf.

Will tacit consent apply?

Yes - Tacit consent means that if we have not dealt with applications within the target period then the application can be deemed to have been granted/approved.

Applications would normally be determined within 28 days of receipt of all the information necessary to determine the application.

Failed application redress

Please contact Telford & Wrekin Council in the first instance. If an application is refused the applicant may appeal to the Secretary of State against the refusal who will then decided whether the Licence should be granted or not.

The appeal must be made within 28 days of the written notification of the refusal.

Licence holder redress

Please contact Telford & Wrekin Council in the first instance. If a licence is revoked the holder may appeal to the Secretary of State against the refusal who will then decided whether the Licence should be granted or not.

Consumer complaint

We would always advise that in the event of a complaint the first contact is made with the trader by you - preferably in the form a letter (with proof of delivery). If that has not worked, if you are located in the UK, Consumer Direct will give you advice. From outside the UK contact the UK European Consumer Centre.

Other redress

E.g. about noise, pollution, etc. Also should one licence holder complain about another.

Ideally, applications should be submitted at least one month before the first collection date. It is particularly important to leave enough time to order and receive the necessary prescribed badges and certificates of authority from Her Majesty's Stationery Office.
