During the last few years we have continued to face change, on-going financial pressures and increasingly complex demands for our services. Despite these challenges, your hard work and dedication have not gone unnoticed with us being recognised externally, with examples such as Children’s Services being once again rated as ‘outstanding’ by Ofsted, making us only one of a handful of councils to retain our outstanding rating; our special educational needs and/or disabilities service receiving the highest possible outcome following an inspection by Ofsted and the Care Quality Commission; and our parks and green spaces being awarded a record six Green Flags by Keep Britain Tidy! There are so many other examples I could mention of the amazing work that you do to support our residents and businesses.These achievements and national recognition would not be possible without your hard work and commitment. You are at the heart of our organisation, without you, we wouldn’t been able to continue to deliver the fantastic services which support our residents and businesses the way we do.

One of the reasons behind our on-going success is our ability to listen to feedback and take action where it is needed. Our employee survey is a prime example of how we use your views to shape and influence what we do and how we do it. I am therefore writing to ask you to complete our employee survey 2024, so that we can continue to improve as an organisation. As part of our continuous improvement, we really would welcome your feedback on the organisation so that your views shape and influence what we do and how we do. 

You will be asked about your:

  • experience of working for the Council
  • general wellbeing at work and what you think the organisation can do to support you.

The results from this questionnaire will help to influence and shape:

  • plans for the future direction of our organisation
  • areas for development to ensure we are an “employer of choice”
  • development of our employee wellbeing offer.

You will not be asked to give your name on the questionnaire - for more information on how your data will be used and analysed, please have a look at our privacy notice.

Results from the questionnaire will be published on this page, so keep checking back for the results. We will be developing an action plan in response to the survey results and we will track progress of the plan on these pages.

This notice sets out how Telford & Wrekin Council will use your personal data, collected during the employee survey. It is made under articles 6(1)f, 9(a), 13 and/or 14 of the General Data Protection Regulation (GDPR).

The employee survey invites all Council officers on a permanent or temporary contract to share their views on working for the organisation.

Participation in the survey is entirely voluntary.

Your data

The data

The R&I team within Organisational Delivery and Development will process the following personal data:

  • your responses to the questions asked in the employee survey
  • metadata about how you complete the survey (for example, the time taken to complete the survey).

This includes any responses given to:

  • attitudinal questions that ask about your experiences of working for the Council
  • demographic questions that ask about your personal and job characteristics (these include age, health status, sexual orientation, religion, gender and ethnicity)
  • any free-text comment you leave in the survey.

You do not have to answer all questions in the survey, you may skip any question you do not feel comfortable answering.

Only a small number of analysts in the R&I team will have access to individual-level data collected during the survey. Individual-level data are analysed in order to produce aggregate survey results. The R&I team will only report and publish aggregate results for groups of 5 or more survey respondents.

Purpose

The purposes for which the R&I team are processing your personal data are:

  • to help leaders at all levels of the Council to take action to improve staff experiences and wellbeing
  • comparable data provides a means for senior leaders to be held accountable for people management in a consistent way
  • common data across the Council creates a common currency and language to share experiences.

Legal basis of processing

The legal basis for processing your personal data is:

  1. processing is necessary for the purposes of the legitimate interests pursued by the Council [Article 6(1)(f)].

Special category (sensitive) personal data is personal data revealing racial or ethnic origin, political opinions, religious or philosophical beliefs, or trade union membership, and the processing of genetic data, biometric data for the purpose of uniquely identifying a natural person, data concerning health or data concerning a natural person’s sex life or sexual orientation.

The special category data collected by the survey is ethnicity, disability status, religion, and sexual orientation for the purposes of determining whether individuals’ with these characteristics have a different experience (see below).

The purpose of processing your sensitive personal data is:

  1. processing is necessary to know if groups of staff with specific demographic characteristics have a better or worse experience of working for the Council, so that appropriate action can be taken to level this experience
  2. processing is of a specific category of personal data and it is necessary for the purposes of identifying or keeping under review the existence or absence of equality of opportunity or treatment between groups of people with a view to enabling such equality to be promoted or maintained
  3. processing is necessary for the purposes of carrying out the obligations and exercising specific rights of the Council or data subject in field of employment
  4. processing  relates to personal data which are manifestly made public by the data subject
  5. processing is necessary for reasons of substantial public interest.

Recipients

While the employee survey questionnaire does not collect any unique personal identifiers (name, date of birth, staff number, NI number, etc), we have taken the decision to class individual level responses as personal data under the legislation. This is because it may be possible to identify an individual at the point that an individual survey response is reviewed through a combination of answers to the survey.

Your individual level survey responses will only ever be shared with either the Chief Executive or an Executive Director if a serious disclosure of harm – including bullying – or risk is identified.

We will only otherwise disclose your data in compliance with a legal requirement.

Retention

  • Survey responses collected in the Employee Survey will be held securely by the R&I Team for statistical purposes for 5 years after the survey submission deadline, at which point their retention will be reviewed. If the survey responses are no longer in use at this point, they will be deleted; if they are still in active use, they will be retained, but their retention will (from then on) be reviewed on an annual basis
  • Individual-level survey responses will never be used to make decisions about a specific individual
  • Aggregate results from the Employee Survey (which do not count as personal data) will be kept indefinitely, or until they are no longer considered useful by the organisation

Your rights

Please note: the Council treat all data received through the employee survey as personal data even though it is generally provided anonymously. That is because we gather sufficient information that in certain circumstances certain individuals may be identifiable if they have a set of characteristics that allows them to be picked out. Where you wish to exercise one of your rights, we will need to be able to identify your individual response to be able to comply.

Your rights are as follows:

  • you have the right to request information about how your personal data are processed, and to request a copy of that personal data
  • you have the right to request that any inaccuracies in your personal data are rectified without delay
  • you have the right to request that any incomplete personal data are completed, including by means of a supplementary statement
  • you have the right to request that your personal data are erased if there is no longer a justification for them to be processed
  • you have the right in certain circumstances (for example, where accuracy is contested) to request that the processing of your personal data is restricted
  • you have the right to object to the processing of your personal data.

Complaints

If you consider that your personal data has been misused or mishandled, you may make a complaint to the Information Commissioner, who is an independent regulator. The Information Commissioner can be contacted at:
