If noise disturbance from a neighbour is materially interfering with your use and enjoyment of your property, but you have been unsuccessful in resolving the problem informally and the Council has been unable, when investigated, to establish that a statutory nuisance exists or you do not want to involve them, you may be able to take action in the Magistrates Court yourself under section 82 of the Environmental Protection Act 1990.
