Polling districts, places and stations reviews
Telford and Wrekin Council is conducting an interim review of the polling districts, places and stations within its area.
The Council must comply with the following legislative requirements regarding the designation of polling districts and polling places:
- Each parish in England is to be a separate polling district, unless special circumstances apply
- The council must designate a polling place for each polling district, unless the size or other circumstances of a polling district are such that the situation of the polling stations does not materially affect the convenience of the electors
- The polling place must be an area in the polling district, unless special circumstances make it desirable to designate an area wholly or partly outside the polling district (for example, if no accessible polling place can be identified in the district)
- The polling place must be small enough to indicate to electors in different parts of the polling district how they will be able to reach the polling station.
The Council must consider the accessibility of potential polling stations when considering designating or reviewing a polling place. In doing so they must seek to ensure that:
- All electors have such reasonable facilities for voting as are practicable in the circumstances
- So far as is reasonable and practicable, every polling place for which it is responsible is accessible to electors who are disabled.
Why is this Interim Review needed?
- Following the Community Governance Review (CGR), Telford and Wrekin Council has approved changes to existing town and parish arrangements. Details can be found here Telford & Wrekin Council | Parishes in the Borough community governance reviews
- The new electoral arrangements will come into effect for the May 2027 Local Elections.
- In preparation for the changes coming into effect, it is necessary to undertake an interim review of the boroughs Polling Districts, Polling Places and Polling Stations.
The Review Process
The review process is set out in legislation and can be summarised as follows:
- the Council must publish a notice of the review
- the Council must consult the Acting Returning Officer for every parliamentary constituency in its area. It must also consult people with expertise in relation to access to premises or facilities for persons with different forms of disability
- any elector in the Council's area may comment
- the Council considers all comments received and reaches final decisions on the designation of polling districts and polling places
- the Council publishes its decisions, with reasons, plus all prescribed information
