Community Governance Review 2025

The Borough of Telford and Wrekin has commenced a full Community Governance Review (CGR).

What is a Community Governance Review?

A Community Governance Review is a legal process where the council will consult with those living in the area, and other interested parties, on the most suitable ways of representing the people in the parishes identified in the review. This means making sure that those living in the area, and other interested groups, have a say in how their local communities are represented.

What the review can and can’t change

  • The review can consider one or more of the following options:
    creating, merging, altering or abolishing parishes
  • the naming of parishes and the style of new parishes and the creation of town councils
  • the electoral arrangements for parishes (for instance, the ordinary year of election; a council’s geographical size; the number of councillors to be elected to the council, and parish warding)
  • grouping parishes under a common parish council or de-grouping parishes
  • other types of local arrangements, including parish meetings.

The review cannot:

  • change the amount of money that a parish council raises through your council tax (known as ‘precept’).

First consultation

The Council’s Boundary Review Committee met on Thursday 13 February 2025 to determine the first stage of consultation on the Community Governance Review. This consultation sought views on existing parish and town council arrangements.

This initial consultation has now closed.

Second consultation

The Council’s Boundary Review Committee met on Monday 12 May 2025 to consider draft proposed changes to existing town and parish arrangements. At this meeting, the Committee agreed the draft proposed arrangements for consultation.

Details of these draft proposed changes were set out in an Information Pack which was published on our website and shared with Town and Parish Councils. This round of consultation was also supported through a number of drop-in sessions held across the Borough.

In this second phase consultation, views were sought on:

  • the proposed arrangements for Town and Parish Councils;
  • the warding arrangements for Town and Parish Councils;
  • the number of councillors proposed in respect of Town and Parish Councils;
  • the number of councillors proposed in respect of each ward;
  • the proposed name of any Town and Parish Council.

This second phase of consultation is now closed.

Third consultation

Following the second phase of consultation, the Council’s Boundary Review Committee met on Thursday 4 September 2025 to consider draft proposed changes to existing town and parish arrangements. At this meeting, the Committee asked that further consultation be completed on the following proposed areas:

  • Wrockwardine and Rodington
  • Lawley & Overdale
  • St Georges & Donnington
  • Horsehay, Lightmoor, Little Dawley & Aqueduct
  • The Gorge
  • Madeley
  • Brookside and Hollinswood, Randlay & Stirchley.

In this third consultation, views were sought on:

  • the proposed arrangements for some Town and Parish Councils covering the areas highlighted above;
  • the warding arrangements for some Town and Parish Councils covering the areas highlighted above;
  • the number of councillors proposed in respect of some Town and Parish Councils in respect of the areas mentioned above;
  • the number of councillors proposed in respect of each ward;
  • the proposed name of some Town and Parish Councils in those areas mentioned above.

This third phase of consultation is now closed.
