If your property is an HMO rented to students, you can apply for an exemption. To apply for an exemption, we will need: -

  • A copy of the tenancy agreement
  • Student certificates confirming full-time status

Students can request a Council Tax exemption certificate directly from their college or university.

What If Not All Occupants Are Students?

  • If one occupant is not a full-time student, the household may qualify for a 25% discount.
  • If two or more occupants are not students, no discount is available.

If the property is let under a joint tenancy, the occupiers are responsible for the Council Tax charge.
