If all tenants in a property are under 18, they cannot be held liable for Council Tax. In this case:

  • The landlord becomes responsible for the Council Tax charge.
  • An exemption will apply while all tenants remain under 18.

Once a tenant turns 18, they may become liable for Council Tax, depending on the tenancy arrangement and who else lives in the property.
